Research On The Construction Path Of Rural Pension Service System Under The Background Of Rural Revitalization Strategy

The report of the 19 th National Congress of the Communist Party of China pointed out that "the outstanding problems of the current imbalanced development are not yet resolved,and the masses face many difficulties in providing for the elderly".It also put forward the requirements of “implementing the strategy of rural revitalization,actively responding to the aging of the population,strengthening the construction of the social security system,and improving the care system for the elderly in rural areas”.In September 2018,the State Council issued the "Village Revitalization Strategic Plan(2018-2022)",which clearly pointed out that it is necessary to strengthen the construction of the rural social security system and enhance the ability of rural pension services.At present,the number of elderly people aged 60 and over in my country is 253.88 million,accounting for 18.1% of the total population,and the number of elderly people over 65 is 170.63 million,accounting for 12.6% of the total population,of which the rural elderly population accounts for a high proportion.The aging of the population and the increase in the number of rural disabled and semi-disabled elderly,solitary elderly,empty-nest elderly and senior citizens have caused the demand for rural elderly care services to increase rapidly,and put forward urgent requirements for the construction of rural elderly service systems.However,the rural old-age service supply capacity has shrunk with the miniaturization of family size,the transformation of people's "filial piety" values and the massive outflow of young and old labor.There is a certain contradiction between supply and demand between the increasing need for old-age services and a better life for the rural elderly and the development of unbalanced and inadequate old-age services.Under this background,how to protect and improve the elderly care situation of the rural elderly by strengthening the construction of the rural elderly care service system is a real problem and an important task that needs to be solved urgently.This article is based on the background of population aging and rural revitalization strategy,While objectively defining the relevant concepts of the construction of the old-age service system,it also discussed the theoretical guiding significance of the public product theory,Maslow's hierarchy of needs and welfare pluralism to the construction of the rural old-age service system;Through querying and analyzing relevant data,we have obtained an overall understanding of the currentstate of the pension service system.The article cuts in from the perspective of supply and demand,based on the questionnaire survey on the needs of elderly care services for rural elderly in Xiangtan City and the data collected from interviews with supply subjects such as elderly family caregivers,communities,pension institutions,etc.,to sort out the current problems in the construction of rural elderly service systems And the actual needs and expectations of the elderly in rural areas;At the same time,combined with the implementation of the rural revitalization strategy,a detailed analysis of the opportunities and favorable conditions facing the construction of rural pension services;Finally,from the perspective of public management,it puts forward the path of strengthening the rural pension service system,and puts forward specific measures from the aspects of perfecting laws,integrating resources,and promoting diversification of subjects.The article believes that it is necessary to focus on the specific needs of old-age care for different elderly groups.The government,community,society,families and individuals participate in the supply of rural old-age services.Inclusive,diversified and multi-level pension service system.Coordinating the supply relationship and responsibility sharing between the government,families,communities,and various social entities,accelerating the marketization of old-age care services,and developing community home-based old-age care services are the focus of future rural old-age service system construction.
