Based on the empirical analysis of conditional logit model and panel negative binomial regression model,this paper puts forward the index and weight to measure the advantages of attracting High-tech manufacturing enterprises between regions,and constructs the location decision-making mechanism of newly established high-tech manufacturing enterprises,which provides the analysis framework and operation method for newly established High-tech manufacturing enterprises to find the optimal location,and also provides the reference for local governments to evaluate and select industries with regional advantages and development potential and to find the target with a small gap with their own technological advantages and innovation advantages nationwide.In this paper,high-tech manufacturing enterprises are taken as the research object.(1)The core characteristics and heterogeneity dimensions of high-tech manufacturing enterprises are proposed,and sample screening and sample classification are carried out accordingly.(2)On the basis of combing the existing literature and combining the core characteristics and location distribution characteristics of high-tech manufacturing enterprises,this paper puts forward the influencing factors of location decision-making of high-tech manufacturing enterprises,and adopts conditional logit model to test the influencing effects and regional differences of location factors of newly established high-tech manufacturing enterprises.(3)Using panel negative binomial regression model to test the leading factors of location decision of newly established high-tech manufacturing enterprises.(4)Based on the comprehensive analysis of the estimation results of the two models,it is determined that industrial characteristics,technological advantages and innovation advantages are taken as the first-level indicators of location utility evaluation to construct the location decision-making mechanism of newly established high-tech manufacturing enterprises with location utility evaluation and hierarchical classification as the core.(5)Taking 6 sub-sectors of high-tech manufacturing industry as an example,this paper evaluates the location utility of each provincial region and classifies them into different levels and obtains the optimal location of newly established enterprises in each sub-sector at the provincial level.The main conclusions are as follows:(1)The dominant factor in the location decision of newly established high-tech manufacturing enterprises is the advantage of regional innovation.Among them,the innovation output is the most important index to measure the regional innovation advantage.(2)Newly-established high-tech manufacturing enterprises are more inclined to improve their technological advantages in areas with high wages,high cultural service level and active technological transactions.The influence degree of indicators to measure the regional technological advantages is,from large to small,the wage level,cultural service level and technological transaction scale in turn.(3)In the process of regional economic integration,there are significant differences in the attraction of various national economic groups to newly established high-tech manufacturing enterprises.With the same technological advantages and industrial characteristics,the eastern coastal areas have the greatest advantages in attracting high-tech manufacturing enterprises,followed by the middle reaches of the Yangtze River and the northern coastal areas.The northwest and northeast regions have obvious disadvantages.(4)The location decision-making mechanism of newly-born high-tech manufacturing enterprises takes location utility evaluation and hierarchical classification as the core.Firstly,newly-born high-tech manufacturing enterprises determine the location ranking of all candidate regions under their industries through location utility evaluation.After hierarchical classification of regions based on heterogeneity among regions,enterprises determine the candidate set by selecting the hierarchy,analyze the cost of each candidate within the hierarchy in combination with available policy sets,and select the scheme with the highest location utility within the acceptable cost range.In the hierarchical system of location decision-making for high-tech manufacturing enterprises,Jiangsu Province and Shandong Province are located at the first hierarchy of newly established enterprises in the pharmaceutical manufacturing,and Shanxi Province is located at the first hierarchy of newly established enterprises in aviation,spacecraft and equipment manufacturing.Guangdong Province is located at the first hierarchy of newly established enterprises in the computer and office equipment manufacturing and electronic and communications equipment manufacturing,and Guangdong Province and Jiangsu Province are located at the first hierarchy of medical equipment and instrument manufacturing.Hebei Province and Jiangsu Province are located in the first hierarchy of newly established enterprises in the information chemical manufacturing.
