With the economic globalization and the fierce market competition, the business environment was affected by many factors and getting complex, uncertain and unstable. Due to the characteristic as high growth and rapid technological change, High-tech enterprises are confronted with a more dynamic competitive environment than the traditional business. When making strategic decisions, they are facing dynamic changing, incomplete information and rapidly changing decision-making environment. These dynamic and uncertain factors have significant impacts on strategic decision-making.The main purpose of this paper is to solve the problems that the High-tech businesses face in their strategic decision-making process. By introducing the concept of dynamic decision-making, this paper study on high-tech enterprises strategic decision-making thinking, pattern and process. Through the combination of qualitative and quantitative analysis method, the article improve strategic decision-making model by combined Gray correlation decision-making method. The main contents and results are as follows:a) The study on high-tech enterprises'strategic decision-making process under dynamic environment. Firstly, this paper analyzes the high-tech enterprises and the dynamic environment they are facing; secondly, this article study on the strategic risk in strategic decision-making process, and makes deep analysis on the key influencing factors; thirdly, analysis of high-tech enterprise's strategic decision-making models and process under dynamic environment; and finally give suggestions on how to enhance strategic decision-making effectiveness.b) Build a strategic decision-making model based on dynamic environment. Under dynamic environment, high-tech enterprises face complex and changeable environmental information when making strategic decisions; they need to change their strategic decision-making model because of the requirements of decision-making time and flexibility of strategic programs. In this paper, it is considered that the strategic decision-making process has three main processes, including identifying the key factors indicators, developing alternative strategic options and selecting the strategic options. Then this article improves the analyzing tools used in each phase, combining the advantages of various methods, to enhance the performance of strategic decision-making model.This study has practical significance under rapidly changing and dynamic competitive environment. By the changing strategic decision-making thinking and rationally applying strategic decision-making tools, high-tech enterprises are able to deal with the dynamic changes of the environment effectively and make out appropriate strategies to obtain sustainable competitive advantage.
