The ancient city of Phoenix,as one of China's historical and cultural cities and one of the top ten cultural heritages in Hunan Province,has high historical and cultural value.At the same time,the ancient city of Phoenix is known as "the most beautiful town in China",so it also has high tourist value and aesthetic value.With its unique cultural charm and ethnic minority customs,the ancient city of Phoenix has been among the top three in Hunan in the past ten years,and a series of problems have emerged in the long-term tourism development,such as the destruction of the local ecological environment,the expansion of commercialization of tourist areas,The lack of cultural connotation,the destruction of historical buildings,the homogeneity of tourism development and the loss of market competitiveness.Feng Huang Ancient City,with its increasing popularity,has suffered some setbacks in terms of reputation.The root cause lies in the imbalance of the interests of stakeholders in the ancient city of Phoenix,and the desire to obtain sustainable tourism development based on the protection of local tourism and cultural resources,understand the demands and conflicts of the core stakeholders of the ancient city of Phoenix,and establish An effective resolution mechanism is essential.This article cuts in from the perspective of stakeholders.With the support of sustainable development theory and participatory development theory,first of all,by using the Mitchell scoring method and combining with the classification method of domestic scholar Chen Honghui,by inviting relevant experts in academia and tourism According to the scoring evaluation,the core stakeholders of the ancient city of Phoenix are government departments,tourism enterprises,local residents and tourists.In October 2018 and September 2019,we conducted two field surveys in the ancient city of Phoenix,using simple random sampling to distribute questionnaires to four types of core stakeholders and conduct random semi-structured interviews to fully understand their interest claims and the inter-subjects.Conflict of interests.Finally,data processing and analysis are adopted,and the rules and relationships presented under the analysis data are adopted.The results show that in addition to tourists,core stakeholders show a high degree of agreement on economic interests,and believe that tourism has driven local economic development and promoted the improvement of infrastructure,etc.The gap between rich and poor has certain cognitive differences;for the cultural aspect,both local residents and tourism companies believe that theprotection and mining of local culture is very important,and the development of tourism also leads to changes in local traditional houses;regarding social aspects,local residents lack participation Management willingness and confidence.And the development of tourism can indeed increase the local popularity,showing unanimous agreement;in the end,the ecological environment,the parties showed strong inconsistencies,mainly because there are great differences in water resources protection and garbage disposal,which also led to The overall evaluation of the ecological environment of the ancient city of Phoenix is ??not high.The study found that core stakeholders are very concerned about the tourism development of Fenghuang Ancient Town,and hope to promote local economic development through tourism development.Based on objective economic benefits,on the basis of adhering to the principles of institutionalization,the principle of participation of all people,the principles of environmental protection and the principles of sustainable development,the establishment of an effective balancing mechanism can make contradictions coordinate.
