Study On The Practical Dilemma And Countermeasures Of Industrial Poverty Alleviation Effectiveness

Poverty remains one of the most serious challenges in the world.Over the past 40 years of reform and opening up,China's poverty alleviation and development work has achieved world-renowned achievements,and poverty alleviation work has also entered a critical period of overcoming difficulties.With the advancement of the targeted poverty alleviation work mechanism,industrial poverty alleviation has become an important way and means to overcome poverty.It has been proved by some local practices that industrial poverty alleviation can effectively promote the increase in the number and quality of employment of farmers,and promote the development of rural economy and society,with far-reaching implications.In order to ensure the realization of the poverty alleviation and development goals of comprehensive poverty alleviation and the long-term development of the rural economy and society,the targeted poverty alleviation work proposes to improve the quality of poverty alleviation.There is an urgent need to further improve the effectiveness of industrial poverty alleviation and ensure that poverty alleviation and poverty alleviation work are truly implemented.Therefore,based on the effectiveness of industrial poverty alleviation,this paper analyzes the practical dilemma of industrial poverty alleviation in poverty-stricken areas in combination with local practices and puts forward corresponding countermeasures and suggestions.This is not only an urgent and real need in poor areas,but also an inevitable choice for achieving China's precise poverty alleviation goals and achieving a comprehensive well-off society.This article cuts in on the effectiveness of industrial poverty alleviation,uses literature analysis,case study methods,comparative research methods,based on the principal-agent theory and results-oriented government philosophy as the theoretical basis,and selects village C in T County,Hunan Province as a case to closely focus on industrial poverty alleviation.Starting from the current situation of industrial poverty alleviation in rural areas,the practical dilemma of analyzing the effectiveness of industrial poverty alleviation is mainly manifested in the difficulty of industrial poverty alleviation to cover all poor farmers,industrial agglomeration and weak competitiveness,and conflicts between local economic development and environmental protection.Next,the causes of the insufficient effectiveness of industrial poverty alleviation were analyzed,mainly from the inadequacy of the government performance evaluation mechanism,the inaccuracy of industrial poverty alleviation,the role game between the participants,the contradiction between the short-term nature of industrial poverty alleviation projects and the long-term poverty alleviation,etc.Combining the experience of industrial poverty alleviation at home and abroad,it is proposed to solve the effectiveness of industrial poverty alleviation in rural areas from establishing the dominant position of poor households,promoting the sustainable development of poverty alleviation policies,establishing a risk prevention system for poverty alleviation and development,and handling the relationship between economic development and environmental protection.Insufficient countermeasures and suggestions are provided to provide a certain empirical reference for solving the plight of the insufficient effectiveness of industrial poverty alleviation.
