Study On Problems And Countermeasures Of Targeted Poverty Alleviation In Shangcai County

Poverty and poverty governance are global issues.For developing countries like China,it is a major issue related to the economic and social development and progress.China has explored a road for the poverty governance with Chinese characteristics,laying a solid foundation for building a moderately well-off society in all aspects.In order to achieve the goal of building a moderately well-off society in all aspects by 2020,poverty alleviation work must be set as the top priority by the party and the government.After the reform and opening up,the statecraft with the economic construction as the center has provided a fundamental guarantee for poverty alleviation.The strategy of taking targeted measures in poverty alleviation is the deep adjustment of China's poverty alleviation model.In the context of the widening income gap within the poverty-stricken areas,it is more difficult to further decrease the poor population relying on the economic growth.Therefore,it is increasingly important to implement poverty alleviation policies which are more targeted so as to support the poor directly.As a large agricultural county,Shangcai is a small industrial county in a poor financial condition.It is the key county of national poverty alleviation and AIDS support.There are 90182 poor people in Shangcai with a variety of unstable interest groups.The cumulative number is nearly 30000.The tasks of development acceleration,poverty alleviation and stability maintenance are tough.The contents of this paper can be divided into seven parts.Which mainly elaborates on the background of the research and expounds the significance of this study as well as the research framework and methods;the second part is the concept definition and the theoretical basis,which introduces the concepts of poverty and poverty alleviation,illustrates the theory of targeted poverty alleviation and sorts out relevant literature at home and abroad,providing literature foundation and theoretical support for the study;the third part is about the poverty status in Shangcai and the analysis of poverty alleviation practice,which summarizes the main practice of the rural poverty alleviation and the achievements and also analyzes the exploration of the targeted measures in poverty alleviation.The fourth part is the case study ofthe practice of targeted poverty alleviation in Shangcai,which mainly introduces the practice of poverty alleviation in four poor villages in Shangcai.The fifth part introduces the problems and causes of poverty alleviation in Shangcai,summarizing the problems existing in poverty alleviation.The sixth part is about the countermeasures and suggestions on poverty alleviation in Shangcai,providing suggestions on the targeted measures in poverty alleviation.And the seventh part is conclusions and prospects.The entire paper discusses the practice of poverty alleviation and analyzes the existing problems from the actual situation in Shangcai,in an attempt to speed up the process of poverty alleviation in Shangcai.
