In recent years,as China's economy develops, the degree of globalization participation is getting higher and higher.China has strengthened the one belt, one road construction since twenty-first Century, with the strategy of "going global" and the development of economic globalization. As an important area of one belt, one road,Africa is an important aid target for China. However, there is still controversy about the impact of China's aid amount to Africa. In this context, this paper first combs the development process and current situation of China's aid to Africa and agricultural aid to Africa,in which the current situation analysis is based on the aid data database to conduct a detailed analysis of the relevant aid flows. In terms of empirical analysis, this paper selects panel data of 48 African countries with China's foreign aid from 2000 to 2014.Taking political, humanitarian care, economic and institutional factors as independent variables, and introducing population,GDP per capita,GDP growth rate and whether the official language of the recipient country is English as control variables, this paper makes an empirical analysis on the influencing factors of the total amount of aid received by the recipient country from China. The main conclusions are as follows:first,China's ODA is affected by political and humanitarian factors, that is,favorable political factors will increase China's ODA to Africa, and China's ODA shows humanitarian concern;second,China's ODA is affected by economic factors, that is,the increase of trade and oil It will promote China's non official development assistance to Africa;third, institutional factors have no obvious impact on China's ODA and OOF to Africa, that is,China's aid to Africa does not take into account the institutional conditions of the recipient countries;fourth,in the analysis of loans and grants,it is found that the type of loans is positively affected by economic factors, while the type of grants mainly considers humanistic care;fifth,in the study of grouping high-income countries and low-income countries,it is found that the influence factors of China's aid to countries with different income levels are different, the aid to high-income countries is obviously affected by economic factors, while the aid to low-income countries is not obviously affected. With China's "one belt, one road" development and the escalation of aid to Africa, the factors that influence China's aid scale to Africa are of practical significance to China's government and enterprises' future activities in Africa.
