Since the reform and opening up,more and more peasants have gone out of the countryside to work in urban non-agricultural industries.Migrant workers have become an important engine of China's economic development.As a special group with Chinese characteristics and the status of farmers and workers,in order to promote the urbanization of China and ensure that migrant workers can enjoy public services in the city,China's Social Insurance Law in 2010 is the first in Article 95 of the Supplementary Provisions.The prescribed rights of migrant workers to participate in social insurance.Since migrant workers can choose appropriate social insurance according to their actual situation,one is social insurance for new rural areas,and the other is social insurance for urban employee.Pension and medical care are the two most important insurances in social insurance.Then these two kinds of insurance may have different locking or promoting effects on the choice of migrant workers' liquidity.The social insurance of migrant workers is different,and their willingness to move may have an important impact,especially in cities.Housing,points to household,and children's education,as the important media to influence the choice of social insurance,may have an important impact on the mobility choice of migrant workers.Therefore,based on the data of the 2016 National Mobile Population Health and Family Health Monitoring Survey,this paper uses the multi-logit regression model to study the impact of rural and urban social insurance on migrant workers' mobility choices.The main research findings: First,the participation in urban workers' pension and medical insurance is significantly lower than that of migrant workers who do not participate in any pension or medical insurance,but the negative effect is less affected.And for the retention of the city has strong locking effect.Second,new rural pension and cooperative medical insurance is not conducive to the settlement of migrant workers in cities,which has a significant driving effect on the return of migrant workers.The main reason may be: the new rural cooperative medical care is “non-portability”,and most migrant workers may face high compensation and low reimbursement rate when they are reimbursed outside the local townships.When there are left-behind children and the aged in the family,they can take care of themselves.Third,compared with migrant workers who are not involved in pension or medical insurance,participation in urban employee pension and medical insurance still has a locking effect on migrant workers choosing to stay in the city,but has a significant negative effect on continued mobility.This may be due to the fact that China's basic retirement insurance is at the provincial level,and medical insurance is still locally co-ordinated.The transfer of insurance relations has some imperfections in terms of handling procedures or treatment enjoyment,so migrant workers are reluctant to choose to continue flow.Fourth,the new rural pension insurance and cooperative medical care have a significant role in promoting the continued mobility of migrant workers.Fifth,some migrant workers still participate in the urban employee pension insurance again when they go to work in cities,and the new rural cooperatives have weakened the willingness to stay in cities for migrant workers to re-flow.Sixth,in urban areas,the purchase of housing,points to household,and children's education as the important media for urban social insurance to influence the choice of liquidity may have an important impact on the mobility choice of migrant workers.Therefore,simplify the complicated procedures in the process of social insurance transfer and continuation,eliminate the repeated participation of medical insurance,and establish and improve the social insurance information network platform covering the whole country,and gradually realize the unified inquiry of the inter-regional insurance and treatment payment data.To reduce the barriers to information exchange between the insured person's pension and the medical insurance transfer process,so as to improve the efficiency of the transfer,thereby promoting the re-flow of migrant workers between cities.At the same time,it is necessary to weaken the "non-portability" of the new rural cooperative medical care,and weaken the role of the new rural cooperative medical care to promote the return of migrant workers to the countryside,enhance the locking effect of urban insurance in the city,and let migrant workers have no worries when working in cities,in order to improve the willingness to stay in the city.In addition,it is also necessary to increase the participation rate of social insurance for urban employee in migrant workers,improve the basic public service level of permanent residents,and promote the urbanization process in China.
