The Research On Migrant Workers Social Insurance Of Changsha City

The deepening of the reform policy makes the rapid economic development of the Changsha. With the increasing number of migrant workers, the lacking of their social insurance led to a series of social problems. Whether these problems can be solved effectively which is directly related to the stability of the society and the economy of the Changsha city, and also related to the four modernization of two type society effectively which is more related to the vital interests of the migrant workers in Changsha, so it is urgent to solve the problem of migrant workers social insurance in the city of Changsha.According to the analysis of the present situation of rural migrant workers in Changsha city,the article used the statistic analysis to dissect the date which is based on the questionnaire statistical, and try to understand the main characteristics of the migrant workers,industry distribution, education and training, working situation and the situation of ginseng also the sign labor contract in a whole in Changsha.what is more, we analyzed the migrant workers social insurance status as well as the some existing problems. We found that,in the city of Changsha, the migrant workers industrial injury insurance coverage is limited and the effect of medical treatment insurance as well as the endowment insurance of the characters also the birth insurance participation rate is extremely low. There is the following reasons:firstly, speaking from the perspectives of the workers themselves, the workers who lack of the knowledge barely have the cognition of social insurance and the work mobility and the weakness of legal consciousness which is also caused the problem. Moreover, the employers are reluctant to pay the social insurance for their workers in the reason of that a high liquidity would increase the cost of enterprise. Thirdly, in terms of national factors, the legislation and judicial system is not sound, and the support from every part of this society is not enough. As well as the local government short-sighted policy propaganda and the relevant departments perform worse.In view of the above problems which is combined with the characteristics of migrant workers, this study suggests that to solve the current problems of migrant workers social insurance should start from the following several aspects:first, to create different types of social insurance systems step by step and the establishment of social security has to embody the difference and it is also important to increase the overall level; Second, we should strengthen management of the insurance services and inspections of the government for the migrant workers and strengthen the investment and the management level and the law enforcement and the supervision; Third, we should actively promote the reform of supporting system and enhance the organization of rural migrant workers,as well as to actively promote the reform of the household registration system in our country.
