In the new circumstances, the competition between enterprises of variouscountries has been turned to the competition of science, technology and humanresources. As a carrier of knowledge, human resources become the golden resources tomodern enterprises; it plays a more and more important role in the competition ofenterprises. How to get the competitive advantages is a vital problem that everyenterprise must confront to in their development in the new situation. And this problemis particularly so in the banking industry which is highly concentrated of knowledgeabout science and technology and intelligence. In this sense, we can affirm that whoattract more outstanding human resources and adept in reasonable allocate humanresources and keep human resources, who will grab the preemptive opportunities andwin the superiority in the more fierce competition in future. Thus, banking industryespecially for those state-owned commercial banks must pay more attention to humanresources development and management.After years of development, our countries’ state-owned commercial banks hasformed a unique management system and organizational structure, and it also get greatimprovement in personnel recruitment and employment, salary management,development training, performance appraisal and etc. But facing the changing situationof international and domestic, there are still many problems exist in our countries’state-owned banks, such as the defective mechanism of human resource recruitmentand employment and training; also the faultiness mechanism of performance appraisaland salary encouragement. Those problems cause the employees’ can not give full playto their subjective initiative and their enthusiasm is difficult to fully mobilize. In this case, we should strengthen the reformation of human resources employment andmanagement, establish a scientific training system, strengthen the performancemanagement, perfect salary incentive mechanism, enhance the competitiveness of ourcountries’ state-owned commercial banks. With these measures we can let the banksmake their due contribution to the quickly and well development of our economy and.society.
