Investigation Report On Forest Insurance In Hebei Province

Forest is an important ecosystem on land,which plays an important role in regulating climate,preventing wind and sand,and protecting the environment.As an indispensable part of human survival and development,forests,in addition to purifying air and regulating the ecological environment,also have an irreplaceable position in national economic construction and sustainable development.In recent years,Hebei Province in the Sehan Dam back to the forest,Xiong'an New Area afforestation and other policies,the forest planting area increased year by year.In 2018,the area of forestry land in Hebei Province was 7.7546 million hectares,of which 5.0269 million hectares were forested,and the forestry output value reached 18.664 billion yuan,ranking in the forefront of the country.The development of forestry plays an important role in promoting the rural economy and raising farmers' income in Hebei Province.With the deepening of the reform of the state forest right,forest farmers have become the main force of forestry construction.However,due to the complexity of the geographical environment in Hebei Province,forest farmers are faced with many risks in the process of forestry production and management,and frequent disasters cause huge losses to forest farmers.Forest insurance is an important means for the government to carry out forestry support and protection,China has gradually spread out the policy forest insurance pilot since 2009,the government has formulated a series of measures to encourage the development of forest insurance.In 2013,Hebei Province began to carry out pilot policy forest insurance,which has achieved great results in recent years,but due to the short time to carry out,there are still many problems.This paper takes forest insurance in Hebei Province as the research object,and the main research contents include: analyzing the risks of forest resources and forestry cultivation in Hebei Province,introducing the development status of forest insurance policy,specific products and market operation in Hebei Province,and conducting a questionnaire survey and data collation of forest insurance for farmers in Hebei Province.Analysis of the problems inthe demand of forest insurance,a visit to the forest insurance management institutions in Hebei Province to understand the problems in the supply of forest insurance,and put forward suggestions for the further development of forest insurance in Hebei Province,such as enriching forest insurance products,increasing the amount of forest insurance protection,strengthening forest insurance publicity,and improving the level of claims science and technology.Optimize the forest insurance subsidy policy,scientifically determine the forest insurance rate,implement the forest insurance assessment mechanism,etc.The innovation of this paper lies in the new research perspective.The frequent forest fires in 2019 have attracted wide attention from all walks of life,but there are few research achievements on forest insurance in the academic circles and even fewer results in systematic research on forest insurance in Hebei Province.Therefore,this paper conducts market research and special research on forest insurance in Hebei Province,with a view to providing some suggestions for the development of forest insurance in Hebei Province.
