Forest resources are not only vital to the sound and sustainable development of our country’s ecological civilization construction but also play an important role in ecological environmental improvement, forest economy’s growth, forestry development and forester’s income growth. However, forest resources are always subjected to the damage caused by forest fire and forest pest infestation, this bring enormous economic loss for forest managers. As the most effective means of risk-shifting, forest insurance provides benefits like lower risk of forest management, less damage of forest disaster and sound forest productivity. Thus, it is established and advocated by the government as one of important parts of deepening collective forestry reform. However, Because there are not only the forest companies which own large-scales and higher capacity, but also the small ones. To solve the problems above and figure out the major factors that hinders different kinds of forest managers from purchasing the forest insurance, I selects Fujian province as the special research target. Furthermore, from the perspectives of regulations and real evidences, the paper studies the difference in the influential factors of forest industry and forest farmer’s purchase and purchase intention of forest insurance.To begin with, the thesis gives a brief introduction of Fujian province’s forestry, the development of forest insurance and the implement regulations of comprehensive forest insurance. Besides, by comparison with forest insurance scheme of Zhejiang province, Jiangxi province and Hunan province, By comparing, I find three problems of forest insurance implement scheme of Fujian province. Then I apply the behavioral economics theory, prospect theory, tired of risk theory, anchoring theory, herd behavior theory, the thesis explains reasons of forest managers’irrational purchase of insurance.Furthermore, the research sample of the thesis included 160 forest farmers of sideline business and 15 forest management companies, which are selected from four regions of Fujian province:Yongtai county, Yongan county, Zhenghe county and Sha County, and other 85 forest enterprises of Fujian province. And methods like descriptive statistical analysis and binary classification logistic econometric analysis are adopted in the thesis to conduct empirical research. Final research result indicates that insurance purchasing behavior and its influential factors between forest management enterprises and current-business forest farmers share similarity in some aspects as well as disparity, to some degree. And the major disparities between forest management enterprises and forest farmers of sideline business lies in the following six aspects:(1) the difference between key influential factors of forest insurance purchasing intention and current situation; key factors that influence forest management enterprises’purchase intention are "the enterprise ownership", "the proportion of forest business income to the total income of the enterprise ", "the severity of forest disasters suffering in the past three years", "risk attitude", "insurance amount"; and key factors that influence current-business forest farmers’purchasing intentions are "risk attitude" " gender" "the proportion of forest business income to the total household income", "the severity of forest disasters suffering in the past three years", "risk attitude", "insurance expense" and "insurance amount". (2) differences in reasons that hinder the main body of forest managers form purchasing insurance; (3) differences in the relations between the age of major forest managers and their purchasing intention; (4) differences in the risk attitude that these two managing bodies have towards forest disaster; (5) differences in the relations between their length of engagement in forestry and their purchasing intention. In the end, according to the conclusions based on the theory and empirical research, the thesis offers five following suggestions:(1) pay differential insurance subsidies and adhere to the principle of differential charges of different insurance products; (2) create wide variety of insurance, simplify the purchasing forms and satisfy diversifies demands of forest managers; (3) spread the forest insurance on the basis of forest region’s new pattern " Internet+"; (4) implement price protection policy to stabilize forest managers’income; (5) adopt differential forest insurance system and promotion strategies in view of different managing bodies and preferences of forest manager in different regions.
