In the new economic era,new technology start-ups are an important force for the development of new industries,an important carrier for the commercialization of new technologies and an important new force for the realization of economic "innovation-driven".However,a large number of early-stage technology start-ups have failed to start up because of legitimacy issues during their growth and development.Legitimacy acquisition is a key activity for the survival and development of emerging technology start-ups,but existing research has not paid sufficient attention to the legitimacy acquisition strategies of emerging technology start-ups.Using a case study approach,this paper explores how emerging technology start-ups dynamically adjust their strategies and behaviors to change stakeholder perceptions and expectations in order to gain legitimacy by analyzing diverse legitimacy acquisition strategies at different stages of their entrepreneurial process,using Artificial Intelligence Start-up Company A as a research subject.This paper first synthesizes the research on emerging technology start-ups and legitimacy,and constructs the theoretical conceptual model of this paper's research based on Suchman,Zimmer,and Zeitz's theoretical framework of legitimacy acquisition strategies,starting from the four basic strategies of compliance environment,choice environment,control environment,and transformation environment.Secondly,the authors obtained secondary data by collecting relevant news reports,PPT of Company A's speech and Company A's prospectus,and obtained first-hand information by interviewing journalists and investors who are closely related to Company A,and verified the valid data extracted for the speech.In this paper,we first review the development history of firm A,and then comb through the specific strategies for acquiring legitimacy during the start-up,growth and stabilization periods,identify the dynamic characteristics of the legitimacy acquisition strategies of start-ups through comparative analysis,and then propose the corresponding order of legitimacy acquisition;on this basis,we combine the behavioral measures implemented by the firm on the internal and external aspects of the firm with legitimacy acquisition,and search for the characteristics of legitimacy acquisition strategies and behaviors.Finally,this paper draws three conclusions from the established model of legitimacy acquisition strategies and behavior of emerging technology start-ups.First,the growth and development of emerging technology start-ups requires different legitimacy acquisition strategies at different stages of the business.When a business' s legitimacy acquisition strategy matches its own business state development,legitimacy is enhanced and the business grows.The overall pattern of conformity to the environment,selection of the environment,control of the environment,and adaptation of the environment is presented in terms of legitimacy acquisition strategies.Second,the acquisition of legitimacy by emerging technology start-ups is related to the role of firm behavior.Business-to-business behavioral measures,both internal and external,to accelerate the efficiency of access to legitimacy.Third,emerging technology start-ups present a certain sequence in terms of gaining legitimacy.Firms acquire legitimacy in the order of perceived legitimacy,normative legitimacy and regulatory legitimacy,with the level of legitimacy gradually increasing.
