As an urban infrastructure,the urban integrated pipeline corridor intensively places and manages various types of municipal pipelines,which can effectively solve the problems of traditional direct-buried underground pipeline chaos,frequent pipeline accidents,and "zipper roads".It is for the benefit of the people.Forward-looking engineering.The investment in the early stage of the urban comprehensive pipeline corridor is huge.The introduction of the PPP model effectively eases the government's financial pressure,reduces the risks of the social capital,and maximizes the social and economic benefits of the comprehensive pipeline corridor.Due to the positive externalities of the urban comprehensive pipeline corridor,the fees charged to the pipeline units are difficult to make up for the costs,and it is easy to cause economic losses for the project company.In order to increase the enthusiasm of the social capital party to participate and achieve the goal of economic benefit,the government side grants the social capital party a reasonable government subsidy to ensure that the social capital party obtains a reasonable profit and makes the comprehensive pipeline corridor project go smoothly.Based on this,this paper puts forward the research on the calculation model of government subsidies for PPP projects of urban comprehensive pipeline corridors.The article first expounds the concepts,stages and calculations of government subsidies for PPP projects in urban integrated pipe corridor projects and PPP projects,and discusses the principal-agent theory and bargaining game to be used in the article.Discuss.Secondly,analyze the calculation of government subsidies for PPP projects in urban comprehensive pipeline corridors,including the status quo and problems of government subsidies calculation related policies,models and methods,clarify the necessity,goals and principles of government subsidies calculation,analyze government subsidies calculation models and The basis for model selection.Thirdly,the framework of the government subsidy calculation model of the PPP project of the urban comprehensive pipeline corridor was innovatively proposed,and the government subsidies were divided into two parts: fixed subsidies and variable subsidies with variable subsidy ratio coefficients.Set the variable subsidy incentive coefficient to determine the variable subsidy part,and play an incentive role,using the principal-agent theory model to solve the variable subsidy incentive coefficient.Use the bargaining game model with incomplete information to solve the variable subsidy share coefficient problem,substitute the variable subsidy incentive coefficient into the model,use Matlab software to solve the ratio coefficient should not exceed 0.21,and establish the government subsidy calculation model based on the results of the two models.Finally,the actual case of the comprehensive pipeline corridor of Xiamen Xiang'an New Airport Area was used to verify the model.Under the reasonable profit of the social capital party,the actual amount of government subsidies determined by the model can not only reduce the government's financial burden,but also encourage the social capital party Save operating costs,improve the quality of operating services,and maximize the social benefits of integrated pipeline corridor projects.After a sensitivity analysis of the actual amount of government subsidies,it is found that the social benefit output coefficient and the variable subsidy ratio coefficient have the greatest impact.At the end of the article,it puts forward suggestions on the calculation of government subsidies in terms of measurement standards,cost pricing,performance evaluation,and negotiation capabilities,and provides a theoretical reference for solving the problem of government subsidies calculation for PPP projects in the same type of urban comprehensive pipeline corridors.
