| The reconstruction of downtown village is a benefit project to improve people’s livelihood and is also an important measure for urban renewal and regional upgrading.The transformation of downtown village plays an important role in the process of poverty alleviation and urbanization.On the one hand,promoting the transformation of downtown village will help to improve the people’s sense of living happiness,on the other hand,it is also an inevitable choice in the process of urbanization in China.This is of great significance for promoting the coordinated development of China’s economy and society,improving people’s livelihood and building a moderately prosperous society.With the continuous improvement of the urbanization level of Wenzhou City,the transformation of downtown village has become the practice of the city’s development.The reason lies in improving the regional economic level and residents’ living standards of Wenzhou City and creating a new pattern of Wenzhou regional economy.However,in some important areas of Wenzhou City,the progress of reconstruction projects of downtown village is slow,and the bottleneck lies in the difficulty of financing.The reason is that the traditional financing mode with the government as the main body of the transformation in Wenzhou City is far from meeting the huge capital demand of the transformation project of the downtown village.Therefore,it is of urgent significance to study the financing mode of the transformation of the downtown village in Wenzhou based on relevant theories.This paper takes project financing as the starting point,combined with the operation mode of downtown village transformation,explores the financing mode of urban village transformation project,analyzes the financing of downtown village transformation project in Zhenbei village,Longwan District,Wenzhou City,as an example,and puts forward suggestions on the optimization and innovation of the financing mode of downtown village transformation project in Wenzhou.This study first analyzes the concept and characteristics of the downtown village,as well as the characteristics and meanings of project financing,and analyzes several current mainstream project financing modes from the perspective of application scope,financing cost,risk control,capital source,etc.Secondly,this paper studies and analyzes the main operation mode and financing mode of the current downtown village transformation,and focuses on the applicability of PPP financing mode and RCP financing mode in the downtown village transformation.Thirdly,taking the reconstruction of downtown village in Zhenbei street,Longwan District,Wenzhou City as the research object,this paper makes an empirical study on the project financing of downtown village.The empirical study shows that the transformation of urban villages in Zhenbei street,Longwan District,Wenzhou city adopts the operation mode dominated by the government,and the main financing mode is also the traditional bank loan land transfer mode.Although the case is successful,the financing mode is in urgent need of innovation.Finally,the paper puts forward the countermeasures and suggestions of introducing PPP financing mode and RCP financing mode into the project financing of village reconstruction inWenzhou,in order to alleviate the financing pressure of village reconstruction in Wenzhou.On the one hand,this study enriches the theoretical framework of the project financing mode of urban village transformation,on the other hand,it takes the transformation of urban village in Zhenbei village,Longwan District,Wenzhou City as an example to focus on the project financing research of downtown village transformation from a unique micro perspective,which has certain theoretical innovation and practical significance. |
