The Research On Financing Model Of Village Reconstruction Of Shengli Village In Zibo--Village In The City

Reconstruction of Village in the City is a unique phenomenon in China’s rapid urbanization. In the1990s it gradually got the attention widely. Reconstruction funds of Shengli Village mainly came from the financial allocation and policy-oriented loans. It was short of funds, and needed to diversify financing channels.Based on the literatures and data of city reconstruction financing collected diffusely The paper firstly analyzed the village reconstruction financing status of Shengli village in Zibo and problems caused by social developers’ participation, Secondly conducted a feasibility and necessity analysis of reconstruction project of Village in the City introducing into real estate investment trusts (REITs), and then integrally designed the financing modes to rebuild the villages in Zibo using REITs and put forward the countermeasure to use REITs to be a new financing way. Thirdly minutely expatiated the necessity and feasibility of introducing the PPP model into reconstruction project of Shengli village, and build a suitable model to run PPP, adapting to the Reconstruction of Village in the City, and designed a financing platform and PPP model, and to developed a series of safeguards to protect the reconstruction financing smoothly. Finally, compared with the two kinds of financing modes, and chose the suitable one for the reconstruction financing of ShengLi village in Zibo.
