Research On The Current Situation And Reform Of Agricultural Extension Management System In Fujian Province

The Rural Revitalization provides a dividend opportunity for the new era of rural development.At the same time,the steady promotion of Rural Revitalization Strategy can not be separated from agricultural extension.On the one hand,as far as agricultural technology is concerned,it plays an important role in improving crop yield,optimizing agricultural development structure and improving farmers' quality.On the other hand,as for the agricultural extension personnel,they have long been on the spot of agricultural production,directly facing agriculture and farmers,and they know not only the characteristics of agriculture,but also the value of rural areas.In addition,through straightening out the management system of agricultural extension from the top-level design,agricultural extension can play a good role as a bridge linking agricultural science and technology with production line,thus promoting the revitalization of rural industry,realizing the organic connection between modern agriculture and moderate scale management of farmers,leading the development of agriculture to go hand in hand.At present,in Fujian Province,agricultural extension is restricted by the grass-roots agricultural extension management system,and the extension system faces many problems that are not suitable for the new situation.In this paper,based on the in-depth understanding of the agricultural extension work in Fujian Province,the comprehensive evaluation of the effect of agricultural extension in Fujian Province is carried out by using analytic hierarchy process,and the VSM model is used to diagnose and dynamically adjust the management system of agricultural extension in Fujian Province.On the basis of summarizing the full text,the countermeasures and suggestions for the reform and optimization of the management system of agricultural extension in Fujian Province are put forward.In this paper,the historical process and development status of agricultural extension in Fujian Province are sorted out,the construction effect is analyzed,the VSM model is used to diagnose the management system of agricultural extension,and the existing problems in the aspects of institutional functions,personnel incentives,team building and extension behavior are explored.Besides,this paper finds that the current management system of agricultural extension in Fujian Province has some problems,such as prominent administrative tendency of extension agencies,low enthusiasm of extension workers,coexistence of aging and younger extension teams,disjointed extension behavior and external environment,etc.Through dynamic adjustment,it is proposed that the management system should be reformed step by step and orderly,and the establishment of agricultural extension institutions should be optimized step by step.At the same time,the dominant producing areas of agricultural products in Fujian Province should take the lead in integration,and the radiation should drive the regional gradual change,and the management system should be matched according to the integration stage of agricultural extension institutions.In order to further promote the reform and optimization of agricultural extension management system in Fujian Province,the following countermeasures and suggestions are put forward: the management levels and ranges of agricultural extension should be designed according to local conditions,the fine management of agricultural extension services should be guided by hierarchical classification,the socialization of agricultural extension forces should be promoted,and the comprehensive development of agricultural extension service functions should be promoted.
