Research On The Implementation Of Designated Poverty Alleviation Policies For State-owned Enterprises In My Country

The participation of state-owned enterprises,especially central enterprises in targeted poverty alleviation is not only an important part of the public policy of targeted poverty alleviation in China,but also a public policy of poverty alleviation with Chinese characteristics.It not only reflects the general requirements and laws of anti-poverty,but also conforms to the resource mobilization of anti-poverty work in China at a specific stage and the actual needs of poverty alleviation work in the poverty alleviation areas.In-depth research on the implementation of Fixed-point poverty alleviation policies in state-owned enterprises in China is helpful to better formulate corresponding poverty alleviation policies and improve the implementation effect of existing policies in practice.Based on the theory of public policy implementation model of “Horn-meter” system model,this paper further discusses the policy object,policy implementation process of supervision and the problems in the process of policy execution feedback about the importance of public policy implementation,thus formed the “Horn-meter” system development model,the original model by “Open-loop control" upgraded to a“Closed-loop control”.Under the framework of the expansion model,this paper takes the Fixed-point poverty alleviation practice of enterprise C in XJ county of Ningxia for 6 years as a case,and collects and organizes relevant data in detail through literature research,questionnaire survey,interview and participatory observation.This paper makes a systematic analysis of the implementation of Fixed-point poverty alleviation policy in enterprise C from nine elements,and clarifies the current situation of the implementation of Fixed-point poverty alleviation policy in enterprise C.At the same time,it is also found that some elements of enterprise C are facing difficulties in the implementation of Fixed-point poverty alleviation policy.Therefore,this paper analyzes the causes of these difficulties and puts forward suggestions on how to solve these difficulties.In addition,through the problems encountered in theFixed-point poverty alleviation with other state-owned enterprises,this article confirmed the C enterprise from several aspects of some of the problems are universal,and to suggest that further improve state-owned enterprises Fixed-point poverty alleviation policies need to focus on four important issues,namely public policy execution mechanism of mobility problem,high efficiency and integrity of the public policy execution system problems,the public policy execution environment and objects comprehensive problem and public policy itself cycle.Anti-poverty work will not stop because of the completion of the building of a moderately prosperous society in all respects by 2020.And along with the advancement of comprehensively deepen reform,anti-poverty public policy of our country should be fixed point force of traction model towards autonomous guided mode,outstanding professional,realize the interaction between the government,enterprises,social organizations,including state-owned companies and enterprises to participate in the poverty alleviation work will achieve three changes: one is based on political task force participation into voluntary based on social responsibility;Second,from the Fixed-point all-round participation into professional project participation;The third is the transformation from the completely free participation to the shared participation based on the combination of market principles and public welfare principles.
