Research On The Implementation Effect Of Rural Precise Poverty Alleviation Policy From The Perspective Of Smith Model

Accurate poverty alleviation is a new measure taken by our government in the field of poverty alleviation.The government has made great efforts to this end.However,there are many unsatisfactory phenomena in the process of implementing precise poverty alleviation policies.As we all know,whether a public policy can achieve the desired results requires not only the formulation of good public policies,but also the implementation of policies.Based on the analysis of the actuality of the implementation of the precise poverty alleviation policy in N village,S township,Xincheng County,Guangxi,this paper objectively analyses the problems existing in its implementation,uses the process model of policy implementation to analyze the factors affecting its effective implementation,and then puts forward a series of countermeasures and suggestions to optimize the implementation of the poverty alleviation policy.Through reviewing the implementation of the precise poverty alleviation policy in recent years,this study draws the following conclusions: by adhering to the precise strategy,industrial poverty alleviation,infrastructure construction,serving the people's livelihood,full participation,supervision and assessment,the village has better fulfilled the poverty alleviation goals and tasks assigned by its superiors and promoted the progress of poverty alleviation work.But at the same time,it also finds out the problems in the implementation process of the village,such as ideological understanding,accurate identification,precise assistance and precise management,and deeply analyses the reasons from the fourperspectives of Smith process model.In view of the existing problems,this paper puts forward the following countermeasures and suggestions: First,continue to improve the rationality of the precise poverty alleviation policy,and absorb public participation in the process of policy formulation.The second is to improve the executive ability of the main body of the precise poverty alleviation policy,improve the comprehensive quality and ability level of the main body of the policy implementation,and promote the effective implementation of the policy;the third is to enhance the comprehensive quality of the target group of the precise poverty alleviation policy implementation,and enhance the self-accumulation and self-development ability of the poor people;the fourth is to create a good precise poverty alleviation policy.Policy implementation environment.It is hoped that through the above measures,we can better play the role of precise poverty alleviation policies,accelerate the process of poverty reduction and achieve common prosperity as soon as possible.
