Research On The Implementation Of Precise Poverty Alleviation Policy In Wuding County

In recent years,the Chinese government has formulated the strategic goal of targeted poverty alleviation to promote the development of poor areas and realize common prosperity.The implementation level of targeted poverty alleviation policy will have a direct impact on the country's long-term stability,social stability,sound economic development and people's well-being.In the current situation,China's poverty alleviation has made remarkable achievements.However,due to the large population and complex social problems,there are still some problems and restrictive factors in the implementation of targeted poverty alleviation policy.This thesis selects the implementation status of the precision poverty alleviation policy in Wuding County of Yunnan Province as the research object,using the Policy Implementation Model of T.B.Smith as an analytical tool,with the latest progress in the implementation of the precision poverty alleviation policy in Wuding County,studying the implementation status of the precision poverty alleviation policy in Wuding County through field research,interviews,data collection and so on.From the four aspects of idealization policy,target group,executive agency and environment in the Smith model,this thesis detailed analysis of the problems and causes in the implementation of the precision poverty alleviation policy in Wuding County,and explore the situation in which factors affect each other and interact with each other during policy implementation.This thesis argues that,there are many problems in the implementation of the precision poverty alleviation policy in Wuding County,mainly reflects in: In the policy aspect,due to the irrationality of the policy itself,the policy coverage object is not accurate.In the executive agency aspect,due to the complexity of the organization,the unclear powers and responsibilities,and the uneven quality of executives,the implementation of poverty alleviation policy institutions is not efficient.In the target group aspect,due to the low level of culture of the target group and lack of recognition of policies,the target group has low participation.In the policy environment aspect,due to weak economic support capacity in Wuding County,The poverty alleviation policy is incompatible with local local culture and the supervision mechanism is imperfect,the policy implementation environment is not ideal.In response to the above aspects,this thesis proposes the following recommendations to promote the implementation of the precision poverty alleviation policy in Wuding County:Firstly,improving the scientific and democratization of policy formulation,building an effective policy tracking and feedback mechanism,improving the precise poverty alleviation policy.Secondly,improving the executive capacity of management departments atall levels,optimize the policy enforcement organization,and improve the overall quality of grassroots poverty alleviation personnel.Thirdly,strengthening the propaganda of the targeted poverty alleviation policy,cultivating the enthusiasm of the target group,and improving the overall cultural quality level.Fourth,optimizing the economic structure of Wuding County,improving the internal and external supervision mechanism,and creating a good environment for policy implementation.
