A Study On The Introduction Of Intermediary Agencies To Participate In Customs Bonded Supervision

With the globalization process,especially in the 40 years of reform and opening up,the processing trade has been developing rapidly,however the contradiction between the limited supervision resources and effective requirements of the customs for processing trade has become increasingly prominent.The introduction of intermediary agencies to customs bonded supervision can effectively alleviate the shortage of customs management resources.At the same time,it is the direction and general requirement of government reform to give full play to the role of market mechanism,by actively introducing intermediary organizations to participate in management and pushing forward "simplifying administration and delegating powers".The introduction of intermediary agencies to customs bonded supervision is a concrete measure to promote the transformation of customs functions,optimize functions and comply with the government reform.After several years of practice,some achievements have been made in introducing intermediary agencies to participate in customs bonded supervision.With the help of the resources of intermediary agencies,the customs management resources can be optimized,management efficiency can be improved,and rational allocation of resources can be realized,and a good customs external law enforcement environment and business environment can be created,so as to form a win-win situation.However,in the process of the reform,we can not help but to see that there are many problems.This paper begins with T customs introducing intermediary agencies to participate in bonded supervision.The first part is the related concepts and theories.Taking the practice of T customs introducing intermediary agencies to participate in bonded supervision as an example,this paper analyzes the present situation,problems and reasons,and puts forward countermeasures and suggestions from three aspects: first,about laws and regulations,it isproposed to improve national legislation,formulate departmental rules and implementation rules;Second,about intermediary agencies,some suggestions are put forward,such as strengthening the control over the entry of intermediary agencies,strengthening the training of customs professional knowledge for the staff of intermediary agencies,establishing incentive and restraint mechanisms for intermediary agencies,improving the industry norms of intermediary agencies,and so on.Third,about the introduction process,some suggestions are put forward,such as strengthening the tracking of the whole process of the work of intermediary agencies,cultivating the culture of risk management,strengthening the monitoring of contract performance,and enhancing the supervision of the customs.
