The Effect Of Industrial Structure Adjustment And Upgrade In The Special Customs Supervision Zones

As a window for China to enlarge opening,Customs Special Supervision Zone(CSSZ)is a pilot zone for FDI management systems.By continuously improving the degree of investment facilitation,the introduction of domestic and foreign high-quality factor resources to agglomerate in the region and form a scale effect,eventually driving the regional industrial structure adjustment and upgrading.This article first summarizes the driving force of the industrial structure adjustment and upgrading of the Yangtze River Delta CSSZ,which is divided into three parts.They are the investment facilitation measures implemented by the Yangtze River Delta CSSZ,the investment promotion results of the Yangtze River Delta CSSZ,and Industrial structure adjustment and upgrading mechanism in the Yangtze River Delta CSSZ.Then build an evaluation system of industrial structure,based on the consideration of data integrity,quantify the industrial structure rationalization index and industrial structure transformation of the 22 municipalities(districts)in the Yangtze River Delta that have established CSSZ from 2006 to 2018.Upgrade index,then analyze the rationalization level of industrial structure and the level of industrial structure transformation and upgrading from a multi-dimensional perspective,and finally analyze the impact of CSSZ on the transformation and upgrading of the secondary and tertiary industries from the perspective of industry heterogeneity,which helps the author to analyze in depth The specific reasons for the CSSZ to affect the transformation and upgrading of the industrial structure.The research conclusions of this paper include:(1)The industrial isomorphism of CSSZ in the Yangtze River Delta is generally serious,and the regional industrial division is generally low.CSSZ does not show the promotion effect that should be due to the rationalization of industrial structure,which may be the FDI management system is related to the large gaps in international standards and the lack of systematic scientific planning in CSSZ;(2)The overall level of industrial structure transformation and upgrading of CSSZ in the Yangtze River Delta is low,and CSSZ has a significant impact on the advanced industrial structure It is positive and at the 1% significance level,mainly because the agglomeration of high-quality elements at home and abroad in the CSSZ has a stronger role in promoting the service industry,which can form the agglomeration of the service industry and promote the development of the service industry;(3)The impact of triangular CSSZ on the transformation and upgrading of the secondary industry structure is significantly negative and at a 1% significance level,and the impact on the transformation and upgrade of the tertiary industry structure is significantly positive and at a 1% significance level.In order to better play the role of the CSSZ in the adjustment and upgrading of the regional industrial structure,the investment promotion policy of the CSSZ needs to be implemented,the scientific and systematic industrial planning needs to be deepened,and the business model needs to be further innovated.
