A Case Study Of Agricultural Disaster Risk Management

For a long time,I only know the taste of Gannan navel orange,but I don’t know the development of Gannan navel orange industry.Last summer vacation,I followed my tutor to the counties and cities in Gannan,known as the "hometown of navel orange".After learning about the difficulties and difficulties in the development of navel orange industry,I came up with the idea of writing this article.Especially through the on-the-spot visit to the navel orange orchard and the good tree breeding center in Anyuan County,Ganzhou,we really feel that agriculture is the weak nature of "relying on the sky to eat".The growth process of navel orange is very vulnerable to many natural disasters,especially the outbreak of Huanglong disease in 2013,which has brought almost devastating blow to the navel orange industry in Anyuan,Xinfeng,Xunwu and other counties in Gannan,and seriously threatened the industry The stability of local rural economy and the further development of farmers’ income.Later,with the concerted efforts of fruit farmers,the government and market players,the navel orange industry in Anyuan,Xinfeng,Xunwu and other counties in Gannan gradually recovered,and the work of navel orange replanting and industrial transformation was also advancing in an orderly manner.However,the harm of agricultural disaster risk to agriculture,farmers and rural areas has been lingering in my mind.This is the reason and original intention of choosing Huanglong disease as the topic of my dissertation.This paper takes the Huanglong disease disaster of navel orange in Anyuan and Xinfeng of South Jiangxi Province as an example.Aiming at the weakness of agricultural production,which is faced with both natural risks and market risks,it focuses on the industrial background of Huanglong disease,the harm to navel orange industry,the countermeasures to Huanglong disease disaster,the bearing capacity of fruit farmers to disaster,and the control of government and community to disaster Level,and how to spread risks through the development of agricultural insurance,how to learn from the experience of developed agricultural regions and countries,etc.,to carry out investigation,analysis and thinking.This paper holds that the Yellow Dragon disease occurred in Anyuan,Xinfeng and other places in South Jiangxi has been effectively controlled under the joint action of fruit farmers,the government and various market entities,but the existing agricultural disaster risk management methods of navel orange industry still expose the following problems.First,in agricultural risk management,risk retention is still the choice of most fruit farmers in southern Jiangxi.Fruit farmers are the main undertakers of agricultural risks,while the overall income of farmers is relatively low and fluctuates greatly,and the risk bearing capacity of fruit farmers is weak.Second,government support is mainly reflected in the corresponding financial and policy support,while the construction of agricultural information platform lags behind and the relevant laws of agricultural disasters Third,the new agricultural risk management tool agricultural insurance is seriously absent.Gannan navel orange insurance has been developed for eight years,but its development is gradually declining,and it does not play its due risk dispersion function.Aiming at these problems,based on the theories of information asymmetry,adverse selection,moral hazard and market failure,this paper analyzes and considers the reasons for the poor development of navel orange insurance.On this basis,it is proposed that Gannan navel orange industry urgently needs to establish a set of scientific,complete and multi-level agricultural disaster risk guarantee system to guarantee the stable and sustainable development of navel orange industry.In particular,in view of the shortcomings of the current agricultural disaster management methods in Gannan navel orange industry,the policy recommendations of this paper are as follows: first,to strengthen the risk awareness and pre disaster management ability of fruit farmers;second,the government should clarify its responsibilities,establish an information platform for risk management,improve relevant laws and regulations,and strengthen the linking function of agricultural cooperation organizations;third,the insurance companies should support the government In order to maintain the stable development of navel orange industry in southern Jiangxi and promote its modernization,we should establish a catastrophe risk dispersion mechanism,increase the links of agricultural insurance subsidies,broaden the information channels of agricultural production,actively develop new agricultural insurance products,and give full play to the function of agricultural risk dispersion,so as to help the rural areas of Ganzhou to realize a well-off society in an all-round way as soon as possible.During the writing period of this paper,it was just the time when the epidemic was raging.In a good time,I was forced to close in a corner of my old hometown.It was very inconvenient to search for literature and collect data,which affected the in-depth analysis and improvement of thinking of this paper.This is also the inadequacy and regret of this paper.
