Think tank is the representative of a country's "intelligence" level and an important embodiment of the country's "soft power".Promoting the construction of think tank is of great significance to the country,society,people and other aspects.In April 2013,general secretary Xi Jinping first put forward the important instructions for building a new think tank with Chinese characteristics,which promoted the new upsurge of the construction of think tanks in China.Up to now,the number of think tanks in China has significantly increased,but there are still many deficiencies in the overall development,mainly reflected in the research content can not match with the decisionmaking needs,practical progress and international situation,and the existing evaluation system,management system and other mechanisms can not fully support the construction of think tanks.These deficiencies lead to the lagging development of most think tanks in China,and can only be limited to domestic.The lack of influence level of think tanks makes it difficult to transform research results of think tanks and spread ideas and theories,so that it is difficult to obtain practical feedback and popularity,forming a vicious circle,leading to think tanks unable to effectively play the role of decision-making support,etc.,so an effective impact promotion plan is urgently needed to break this dilemma.Most think tanks in China are still in the early stage of construction.They are trapped in the lack of internal capacity and mismatching of external mechanisms,and it is difficult to form a breakthrough by themselves.Therefore,it is necessary to introduce other entities and think tanks to form a collaborative integration of resources,technology,management and other aspects for the comprehensive development and improvement of the impact of think tanks.First of all,based on expert interviews,literature research,combined with relevant theories,this paper analyzes the components and influencing factors of think tank influence,as well as the relevant subjects of think tank influence promotion mechanism from the perspective of collaboration,so as to provide the basis for the construction of think tank influence promotion mechanism.Among them,think tank influence can be divided into decision-making influence,academic influence,social influence,public opinion influence and international influence according to the different influence scope and function;based on the "three circle theory" and five elements of communication process,think tank influence can be divided into resource level,topic selection ability,achievement communication ability,audience recognition,achievement transformation ability Six influencing factors are strength and product market maturity;with the stakeholders in the process of influence communication of think tanks as the starting point,the relevant subjects can be divided into think tanks,governments,enterprises,information institutions,the public and the media.After that,this paper analyzes the role of multi-agent collaboration in enhancing the influence of think tanks,in order to determine the specific implementation path,so that the main body to carry out a planned,targeted all-round cooperation.Secondly,according to the relationship among relevant subjects,influencing factors and influencing factors of think tanks,on this basis,a multiagent influence promotion mechanism is established to enhance the influence of all kinds of think tanks through six perspectives: resource level,topic selection ability,achievement dissemination ability,achievement transformation ability,audience recognition and product market maturity At present,the internal capabilities and external environment of think tanks have been improved in an all-round way.Finally,based on the expert opinion,this paper establishes the evaluation index system of think tank influence promotion effect from five aspects of decision-making influence,academic influence,social influence,public opinion influence and international influence,in order to find the shortcomings in the process of think tank influence promotion.In order to ensure the normal operation of the enhancement mechanism of think tank's influence,the corresponding safeguard strategies are put forward from four aspects: improving the information circulation and reserve system of each subject,building the mechanism of coordination and communication and benefit distribution among the subjects,strengthening the training of professional talents and the guarantee of treatment,and improving the level of international business processing of think tank.At the theoretical level,this paper puts forward the idea of building the influence promotion mechanism of think tanks from the perspective of synergy,which provides a theoretical basis for multiagent to realize the complementary advantages and organic unity of resources,capabilities and social functions,and enhance the influence of think tanks in collaboration.At the practical level,it provides guidance for the practical problems encountered in the process of multi-agent collaborative promotion of think tank influence,and provides mechanism design reference for each agent to fully integrate internal and external resources and achieve the realistic goal of think tank influence promotion.
