With the entry of the economy into the new normal,innovation has been endowed with new connotation and mission.Taking innovation as the first engine to promote economic development can we crack the constraints of our resources,environment and economic development and bottlenecks and promote the coordinated development of our regional economy and society.As the core of the Bohai economic circle,Beijing-Tianjin-Hebei region shoulders the important task of realizing national independent innovation strategy and regional coordinated development.However,due to its uneven distribution of innovative resources,Beijing-Tianjin-Hebei region has a wide gap in innovation capability,resulting in a slow process of regional integration.Therefore,it is a practical need to carry out the concept of innovation-driven development and promote the process of integration of Beijing,Tianjin and Hebei by exploring the mechanism of regional synergy innovation and enhancing the level of coordinated innovation in Beijing,Tianjin and Hebei.Therefore,under the background of innovation-driven and the coordinated development of Beijing,Tianjin and Hebei,this dissertation takes the regional collaborative innovation effect as the research object and deeply analyzes the element composition and level of the collaborative innovation from the three dimensions of resource element effect,innovation subject effect and space synergy effect The paper also explores the realization mechanism of the synergy of "1 + 1> 2" in synergy innovation in combination with the motivation mechanism of synergy innovation,the mechanism of competition and cooperation,the mechanism of interest distribution and the mechanism of coordinated management.On this basis,this paper constructs the index system of regional collaborative innovation effect from the perspective of resource elements,analyzes the current situation of resources and environment of the collaborative innovation in Beijing-Tianjin-Hebei region,and emphatically empirically studies the existence of each subsystem in Beijing,Tianjin and Hebei with the system coordination model Order degree and overall degree of coordination,so as to determine the obstacles to the co-innovation effect of Beijing-Tianjin-Hebei region,mainly due to the unbalanced distribution of innovation resources,the spatial distribution to be optimized,serious administrative barriers,inadequate coordination mechanisms,lack of innovation and coordination and lack of sharing mechanism.At last,according to the factors of its obstruction and the causes,this paper proposes the mechanism optimization of the synergy innovation effect of Beijing,Tianjin and Hebei from three aspects: joint creation of Beijing-Tianjin-Hebei Collaborative Innovation Alliance,improvement of coordinated management system and promotion of the flow of innovative elements.
