Analysis On Settlement Effect Of Herdsmen In Xiaoguai Township,Karamay District

Natural grassland is an important green vegetation on the earth and an important ecological barrier with high natural resource value.With the rapid development of economy,people's demand for animal products is increasing day by day,and the contradiction between animal husbandry relying on grassland resources and limited grassland resources is becoming more and more acute.The implementation of the herdsmen settlement project can not only help herdsmen improve their living environment and quality of life,but also help ease the conflicts between herdsmen and livestock.Xiaoguai township in karamay district is a multi-ethnic farming and animal husbandry township composed of five ethnic groups including kazak,han,hui,uygur and Russian,inhabited by kazak people.The population of ethnic minorities accounts for over 80% and the population of animal husbandry accounts for over 78%.There are about 100,000 mu of cultivated land(including the farming land of the XPCC)and 3.48 million mu of grassland under the jurisdiction of xiaoguai township.Since 1980,xiaoguai township began to implement a large-scale herdsmen settlement project,dividing the farmland for the herdsmen,most of the kazakh herdsmen said goodbye to the nomadic life of the four seasons,moved into the new herdsmen,began to settle down.Based on the empirical study of xiaoguai township in karamay district,this paper investigated and studied the settlement and settlement status of herdsmen in xiaoguai township in karamay district through household visits,questionnaires and interviews,and analyzed the economic benefits,social benefits and ecological benefits of xiaoguai township in karamay district by combining qualitative analysis with quantitative analysis.Finally,the effect of settlement and settlement of herdsmen in xiaoguai township in karamay district was comprehensively evaluated by using analytic hierarchy process.The comprehensive evaluation score is 72.545,and the result is good.The score of economic benefit is 66.984,and the result is good.The social benefit score was 90.150,and the result was excellent.The ecological benefit score was 58.768,which was average.Through the further analysis of the settlement and settlement project of the herders in xiaoguai township,karamay district,it is found that there are still some problems,such as the infrastructure still needs to be improved,the rural construction is still insufficient,the resources are not integrated,the industrial system has not been formed,the population structure is not reasonable,the aging trend is serious,the traditional ideology still needs to be changed,the improvement rate of livestock varieties is low,the government organization structure still needs to be improved,and the grassland resources management institutions are lacking.It also puts forwardcorresponding solutions to the problems,such as improving infrastructure construction,accelerating rural construction,strengthening industrial integration,promoting industrial system development,adjusting population structure,strengthening talent introduction,changing traditional thinking,improving livestock varieties,improving organizational structure,and strengthening the supervision of grassland resources.In order to help the settlement project of herdsmen in xiaoguai township of karamay district develop better and faster,fully realize the rural revitalization of xiaoguai township,and improve the life satisfaction and happiness of farmers and herdsmen in xiaoguai township.
