With the growth of population and the development of society, traditional nomad life has been unable to meet the requirement of productivity of the modern stockbreeding. Therefore, changing the nomadism into settlement, which is an evitable way of reviving the economy of pasture area and achieving the goal of the modernization of animal husbandry, is also a necessary tendency of historical development. Collectivized programming to settlement is a critical project, which is beneficial to improving people’s livelihood and promoting the development. It has a profound significance in ameliorate the production and living condition of herdsmen, accelerating the transformation of the mode of traditional animal husbandry’s development and lifting nomads out of poverty. At the same time, it will promote the economy of the ghetto, also plays a crucial role in maintaining the stability in the northwest frontier region, ethnic harmony and social progress. Collectivized programming to settlement is an important part of people’s livelihood project and comfortable housing project, which is a benevolent project beneficial to herdsmen. World Food Program funded project 2817 in Altay in 1987. It has been almost thirty years for implementation of herdsmen settling down. So here comes a question: how has it worked and what is the effect? Firstly, introduces overview about implementation of herdsmen settling down since the 1950 s. Secondly, explains the basic condition of the policy, concrete measures of the government and the result. Then according to the result of the investigation, reveal the problems, such as imperfection of infrastructure construction, lie in the course of the Hongdun town’s settlement of nomads. Finally, put forward reasonable proposals about the nomad settlements in Altay: reinforce the financial investment and infrastructure construction; create the wholesome condition to seek new sources of economic growth for herdsmen, aiming at increasing their income; improving the herdsmen’s offspring education condition, enhancing their comprehensive quality; guarantee funds is inadequate for maintaining the normal production and living of shepherds.
