The Research On The Influence Of New-high Tech Enterprises Certification On Enterprise Innovation In Hunan Province

Scientific and technological innovation plays an important role in the development of the country and the enhancement of national strength.In particular,the level of innovation of high-tech enterprises plays an important role in improving the technological innovation capability of a country.The government's innovation support policy has an important impact on the company's innovation activities.Whether high-tech enterprises determine the impact of policies and the impact on corporate innovation remains to be studied.Through theoretical analysis of the new-high tech enterprises certification implemented by the government,it can be determined that the three paths affect enterprise innovation: affecting enterprise innovation decision-making,influencing enterprise innovation investment,and influencing enterprise innovation output.Due to the lack of microdata,the existing literature on the research of high-tech enterprise identification at the enterprise level is not enough,mostly focused on the research at the national or regional level,and the research on the impact of high-tech enterprise identification on corporate innovation activities is concentrated.Research on coastal areas studies the impact of innovation investment or innovation output.The research on the multi-dimensional impact of high-tech enterprise identification in inland areas on corporate innovation activities is relatively scarce.In view of this,on the basis of analyzing the development status of high-tech enterprises in Hunan Province,after reviewing and summarizing the relevant documents of governm ent subsidies and enterprise innovation,high-tech enterprise identification and enterprise innovation,279 companies from 2006 to 2011 were adopted.As a data sample,Hunan high-tech enterprises have empirically tested the relationship between high-tech enterprise identification and enterprise innovation investment and innovation output by multiple regression analysis methods.The identification of high-tech enterprises will significantly affect the innovation activities of enterprises.Among them,(1)has a positive impact on the innovation investment of enterprises,and has a positive correlation;(2)has a positive impact on the innovation output of enterprises,and has a positive correlation.In general,through the research on the impact of high-tech enterprise identification and enterprise innovation investment and innovation output,it is found that high-tech enterprise identification can effectively promote enterprises' innovation investment and innovation output.This research conclusion can be used by the Chinese government.It provides important theoretical and practical significance in formulating and implementing relevant innovation policies,and also has certain guiding significance on how to stimulate and promote enterprise innovation.Based on the results of the comprehensive study,the following policy recommendations are proposed:(1)The government should further expand the scope of identification of high-tech enterprises;(2)The government should implement a differentiated identification strategy for the heterogeneity of the enterprise;(3)The government should focus on creating a good innovation environment for high-tech enterprises;(4)The government should focus on improving the management of existing high-tech enterprise identification policies.
