Study On Sustainable Development Of Long-term Care Insurance

China has included the establishment of long-term nursing insurance system as an important task in the National 13 th Five-Year Plan,which is a strategic measure to meet the challenges of the peak period of population ageing.At present,the population of registered elderly people in F District,Shanghai,is about 168,800,accounting for 32 % of the total population of F District,and has entered a deeply aging society.Since January 1,2018,F District has begun experimenting with a long-term care insurance system.As an important people's livelihood policy and inclusive system,the implementation of long-term nursing insurance system is conducive to improving the old-age service system and effectively solving the worries of the elderly and their children,and has received extensive attention.However,there are still some difficulties and problems in the process of implementation.In order to further understand the trial work of the district head of F District and refine the service measures,it is necessary to establish a long-term nursing insurance system promotion model that conforms to the conditions of F District,so as to effectively cope with thesocial problems brought about by aging.Through investigation,visit,data comparison and so on,the author deeply analyzes the difficulties encountered in the pilot process in F District.At the same time,based on the development of F District,the author compares the experience of constructing long-term nursing insurance system at home and abroad.And some suggestions are also put forward for further improving the long insurance work in F District.This paper consists of six parts,the first is the introduction part,analyzes the background of the theme,and expounds the significance of the study.selection,introduces the main content structure of this article and the research purpose and method of this article,at the same time,the innovation and deficiency of the research are reviewed.The second part introduces the theoretical basis related to the long-term nursing insurance system.Long term care insurance is introduced.The third part introduces the pilot situation of the long-term nursing insurance in F District from three aspects: the insurance situation,the personnel situation,the treatment and the payment method.The fourth part introduces the difficult problems and their causes in the pilot work of the long-term nursing insurance system in F District.There are reasons such as the management level of the long-term nursing insurance institution itself,the cultivation of nursing personnel for long-term nursing insurance,the lack of related supporting facilities,and the lack of in-depth publicity.From the actual situation of F district,the fifth part compares the long-term nursing insurance model in Germany and Japan,and the long-term nursing insurance model in Qingdao,and summarizes the enlightenment to F district.The sixth part,based on the difficulties and problems existing in the long-term nursing insurance in F District,puts forward suggestions for further optimization and improvement: adopt the "1 +1 + X" model and continuously improving the professional nursing protection system;And adopt the "1 +1 + X" model to continuously improve the professional nursing guarantee system;To vigorously cultivate the nursing staff and ensure the effective supply of services;To speed up the improvement of relevant supporting materials so thatHuimin's policy will benefit more people;To strengthen policy advocacy and increase public awareness of long-term nursing insurance and service coverage.
