With the deepening of China's aging, the "421""422" "8421"family structures are emerging. For the middle-aged, the support for the elderly, the burden of raising children and they had serious pressure for survival. The development of medical technology has extended people's life. It also makes spending more on medical expenses. It is difficult to adapt to that the social health insurance can not meet the needs of this part of the expenditure. The emergence of long-term care insurance greatly reduces people's worries. Long-term care insurance has been developed many years in foreign countries, but it is a newborn in our country. The current long-term care insurance products can't meet the elderly population's demand, because this product is a single product, inadequate protection and its positioning is not clear.This paper analyzes the theoretical basis of the existence and development of long-term care insurance, and then descripts the content of the long-term care insurance. In order to fully learn from international experience. The main part of the article analyses the development model of United States, Japan and Germany, compares the nature of business, payment and payment method, then summarizes significance of care forms, expense management and personnel training. Then, the paper analyzes the long-term care insurance status and the restrict factor. On the basis of this, the paper proposes the policy recommendations for long-term care insurance in China.According China's actual conditions, this article proposes time banks, community care, reverse mortgages what are more suitable for long-term care insurance. Hoping that our development model can provide useful reference.
