From 2000, the ratio of Chinese old people over 65 years old has reached 7%, indicating that China has become an ageing society among developing countries. China had a large population base and sanitation was backward, making a large elderly population unable to obtain adequate medical resources. Combined with Alzheimer's disease, cancer, cardiovascular disease, stroke and other chronic diseases and disability in the elderly a higher probability of occurrence, more and more elderly people faced with life's circumstances can not take care of themselves, followed by old age strong long-term care needs.Social medical insurance system in China is not fully developed, the financial burden of heavy public sector, community health care system against the background of weak, frail elders and families often bear the major responsibility for long-term care elderly, and our family is becoming more concentrated,4-2-1 while the typical structure makes the burden of four middle-aged and elderly care responsibility for a child brought great economic pressure and the energy dispersion. Therefore, make great efforts to develop business through long-term care insurance to meet the disability needs of the elderly care is particularly important, also can make up for gaps in social security. As China's financial center Shanghai, has developed financial markets and regulatory systems and relatively sophisticated investors, can be the first to promote the long-term care insurance business positions, to explore a development road suitable.This article will first draw the experience of the United States, Germany and Japan long-term care insurance system, and describe the current status of Shanghai from the aspects of social security system and long-term care services, then reveal its problems. Based on such facts, we will demonstrate the feasibility and necessity of implementation of commercial long-term care insurance, and explore its development model from insurance product and macro-system level.
