| PPP(Public-private-partnership)model refers to a partnership between government and enterprises based on franchise.With the transformation of domestic economic development,the financing capacity of local governments has been reduced,which leads to the slowdown of infrastructure construction.In order to solve this problem,the country has begun to introduce social capital into the field of infrastructure construction to vigorously promote PPP business model,effectively improving the growth rate of infrastructure construction.However,because PPP business model has the characteristics of large amount of investment,long whole process time,many participants and asymmetric participants,it causes many inherent risks of PPP business model.Participants in the project need to do a good job in risk prevention and control throughout the project,and have achieved the expected benefits.Based on the above reasons,research work is carried out on the AHLQ project under implementation in order to form a risk prevention and control system suitable for enterprises through research work and provide reference for enterprises to carry out similar projects in the future.Firstly,through summarizing,researching and analyzing the research results at home and abroad,the existing research results are summarized,and the main risks,risk response measures and effects of PPP project are concluded.After that,through the analysis of AHLQ project and the comparison with the main risks summarized in the research status at home and abroad,the risk of AHLQ project is identified for the first time,and then the risk of AHLQ project is identified twice by Delphi method,forming the risk identification table of AHLQ project.Finally,by analyzing and decomposing the risk structure,the risk of AHLQ project is summarized according to five types: policy,law,economy,society and process.After identifying the risk factors,the project risk is evaluated qualitatively and quantitatively,the risk impact map is constructed,and the risk is evaluated.The relationship between risks is evaluated according to the interrelationship and interaction between risks,and divided into strong and weak relationships.After the completion of the risk assessment work,the appropriate risk prevention and control measures are selected,the risk prevention and control system is established,and the application of the system is evaluated.To verify the applicability of risk prevention and control system,the advantages and disadvantages of the system and improvement measures are proposed in order to meet the needs of different types of projects. |
