Company A is an extra-large state-owned enterprise,the huge organizational structure,the management style and the corporate culture of state-owned enterprises have brought some management issues such as low management efficiency and high management costs.These issues have hindered the company's current development,and it is urgent to improve the work efficiency,reduce management costs,and achieve company's development through internal management optimization.Performance management is an important guarantee for the improvement of the strategic goals and core competitiveness of modern enterprises.Therefore,establishing a complete performance management system is very important for optimize management,achieve organizational strategic goals,improve organizational and individual performance,and build a harmonious corporate culture.The Quality Department studied in this paper is the administrative department which in charge of company's 4 major professional area of quality,safety,environmental protection and standardization.Through review the relevant theories of modern performance management,this paper summarizes the current status of performance management of Quality Department by using questionnaires,analysis and induction method to find out the problems and defects in the system;through the use of performance management theories and tools,combined with actual situation of department,this paper proposes a performance management improvement plan based on KPI+MBO,and builds a 4 sections closed-loop management structure which include performance plan,communication&guidance,performance appraisal,feedback&incentive.Focus on the characteristic of Quality Department's business and technology centralized management in multiple professional areas,based on SMART principles,of KPI and MBO method,combined with the company's development strategy and Quality Department's operation objectives,this paper builds a multidimensional performance indicator database and differentiation evaluation standard database.Establish “grading planning meeting” mechanism,use “ERP” and“traffic light” information platforms and management tools to regulate performance management process;Encourage the enthusiasm and continuous improvement impetus of employee by expand the application of performance appraisal results.Finally,byleading guarantee mechanism in to the system to ensure that the performance management system and management responsibilities are truly and effectively implemented.Through the optimization of the above processes,the reasonable performance management system is reconstructed and it can provide reference for the following performance management of the related industry chain.
