Study On Function Performance And Optimization Of Market Supervision Bureau Of Yunxiao County

At the Third Plenary Session of the Nineteenth Central Committee of the CPC,it was proposed that the market supervision system should be reformed and rationalized,the functions of supervision should be integrated,and the coordination of supervision should be strengthened to form a joint force of market supervision.From the point of view of the reform of the large-scale system,this paper studies the function performance of Yunxiao County Market Supervision Bureau after the reform of the large-scale system by using the relevant theoretical knowledge of the large-scale system.This paper objectively analyses the performance of the functions of the market supervision bureau after the reform of the large department system,and outlines four types of functions of the market supervision bureau in Yunxiao County,namely,production-oriented functions,procedural functions,process-oriented functions and solution-oriented functions,and introduces the performance modes of these four types of functions respectively.Through the analysis of its functions and ways of performing its duties,this paper affirms some expected effects of the reform,such as the unification of food supervision functions,the strengthening of special equipment supervision functions,and the improvement of administrative examination and approval efficiency.At the same time,it also finds some problems in the process of performing its functions.Firstly,the performing manpower is "old,few,strong and abroad",secondly,the performing agencies have the same responsibilities,Thirdly,to perform the functions of "benefiting one from the other",and fourthly,they have different effects.Referring to the actual development situation of Yunxiao County,aiming at the existing problems,the main reasons for its emergence are analyzed,and from four factors: first,functional attribute factors;second,institutional mechanism factors;third,performance preference factors;fourth,assessment and incentive factors.Taking the analysis conclusion as the core and referring to the relevant theoretical research literature,the paper optimizes the problems existing in the performance of the functions of Yunxiao County Market Supervision Bureau.Firstly,we should optimize and transform the functions with strong professional requirements;secondly,we should optimize the internal structure and division of responsibilities;thirdly,we should establish a regular rotation mechanism for personnel;and fourthly,we should improve the incentive mechanism for personnel.
