Agriculture is the foundation of our country.It is an important part of our socialist modernization work to do a good job in the development of agricultural economy and promote the implementation of modern agricultural economic construction.Supply and marketing cooperatives are the cooperative organizations for agricultural services in the vast rural grass-roots areas.They have played an irreplaceable role in supporting agricultural development,serving rural construction and realizing commodity circulation in the rural grass-roots areas for a long time.They belong to the important agricultural service-oriented organizations in the vast rural grass-roots areas of China.A large number of practices have proved that farmers,agriculture and rural areas are the basis for the operation and development of supply and marketing cooperatives,and supply and marketing cooperatives also play an indispensable service role in supporting the development of "agriculture,countryside and farmers".This paper combs and summarizes the relevant literature in the field of agriculture in China and the theoretical research results in the field of agricultural economy in the country.Through the literature research,the function change history of supply and marketing cooperatives has been sorted out and analyzed.From the function of guaranteeing material supply and purchasing raw materials for agricultural products in the initial stage of establishment to the function of purchasing raw materials for agricultural products in the planned economy period as a tool of national economic regulation and control,since the reform and opening up.Supply and marketing cooperatives have also carried out preliminary reforms,transforming from a single commodity supply and marketing service to a diversified multi-field service in agriculture,and developing into a comprehensive economic service organization in rural grassroots areas,which integrates operational service functions,public welfare services and technical services.In 2012,supply and marketing cooperatives began a comprehensive reform covering economic,political,cultural,social and ecological civilization.From the perspective of rural revitalization,taking Shangyu District as an example,this paper reviews the development process of supply and marketing cooperatives in Shangyu District,and the exploration practice and results since the comprehensive reform.Combining with the cooperatives in Japan and Korea,this paper analyses the problems existing in the self-construction of supply and marketing cooperatives,agricultural socialization service,service capacity for agriculture,and economic model.At the same time,the direction of functional innovation of supply and marketing cooperatives from the perspective of Rural Revitalization is also clarified.We should vigorously promote the construction of agricultural cooperatives,develop new agricultural socialization services,expand the field of agricultural services,and develop new cooperative economy,so as to realize the good wishes of strong agriculture,beautiful countryside and rich farmers.
