Already gone through more than half a century, the supply and marketing cooperatives born in"three rural"and from the"three rural", and has a very close relationship with the"three rural". With the national agricultural and rural work entered a new stage of development, supply and marketing cooperatives in practical work also encountered the problems unavoidably, which be far from the functional role into full play. Therefore, in the context of the new rural construction, so as to better achieve its "three rural" the purpose of service is of great practical significance, the functions of the role of supply and marketing cooperatives to conduct a systematic study and demonstration.As the guide of Marx's dialectical materialism and historical materialism methodology and by a combination method of normative analysis, empirical analysis and comparative analysis of law, the paper conduct a comprehensive and systematic exposition of supply and marketing cooperatives. The conclusion includes:(1) the supply and marketing cooperatives of Tai'an can be given to the four basic functions of their position in the new rural construction :Well-established modern circulation network in rural areas as a modern circulation network in rural areas leading force; guiding, coordinating and supporting the rural cooperative economic organizations of the development on behalf of the city government to promote; promoting the construction of service centers in rural communities and becoming the Service Center the mainstay of the strength of the construction; correlating the relationship between the development of grass-roots supply and marketing cooperatives.The fundamental basis for positioning which giving the above-mentioned functions of supply and marketing cooperatives embrace: firstly, the position sensible, reasonable and lawful; secondly, the theory and practice have proved positioning; thirdly, it has policies and laws are supported.(2) In recent years, with the growing strength of the supply and marketing cooperatives, the process in practice has been to play the four basic functions, modern circulation network in rural areas, rural cooperative economic organizations, construction of rural multi-service centers, enterprise property right system reform have made tremendous achievements to promote agricultural and rural development, increase the income of farmers and make it easier for the peasant life, and accelerated the pace of new construction in rural areas. This gives us a lesson that: "four function" of the position can be sure; the concept of cooperative system and the market economy perspective should be applied to guide the work of supply and marketing cooperatives; supply and marketing root from social survival; the government's support is key to the development of supply and marketing cooperatives.(3) when playing a functional role in the process, there are some questions. Firstly, there are inadequacies of their own position or the position of their government; secondly, there are a lot of questions separately in the building of "one Nets and two platforms ", enterprise property right system reform and the development of supply and marketing cooperatives. The reason why these problems arise mainly lies that the nature and status differences for the supply and marketing cooperatives, the functions and the role of supply and marketing cooperatives flexible, lacking the authority to coordinate the work of department, the living space are extruded.(4) In order to ensure supply and marketing cooperatives to bring into full play the functional role, we should do a good job in the following aspects: Firstly, giving full play to the functions of the role of supply and marketing cooperatives and improving their social status continuously; secondly, the government's supply and marketing cooperatives should be specific and feasible policy support; thirdly, it is necessary to make efforts to resolve the protection of good policy, property rights reform in the process of supply and marketing cooperatives to play a role.
