In the 21 st century, the world has entered the era of service economy.Service economy has become one of the important symbols of the global economy, and service trade has increasingly become the main battlefield of economic competition among countries around the world. In recent years,China's trade in services has gradually become a new bright spot in the growth of China's foreign trade in the new era.The stable and positive development trend of China's trade in services shows the huge potential of China's trade in services. However, compared with the developed countries in the world, the development level of China's service trade still lags behind.OECD(Organization for Economic Cooperation and Development)mainly consists of developed economies in the world, and most countries are leading the world in the development level of service trade, occupying the commanding position of international competition in service trade. Therefore,as the largest developing country in the world, the potential of service trade between China and OECD countries dominated by developed economies is worth studying. In view of this, this paper takes the potential of service trade between China and OECD countries as the research content, and further explores how to promote bilateral service trade cooperation by fully releasing the potential of service trade between the two sides.Firstly, this paper introduces the background of the topic and the significance of the research. After sorting out relevant research literature,it is found that there is a lack of more detailed empirical research on the potential of service trade between China and OECD countries. Then the development status of service trade between China and OECD countries is analyzed statistically from the aspects of scale, structure and trade relationship, which lays an analytical foundation for the empirical study of this paper. The empirical study in this paper uses the stochastic frontier gravity model and the onestep trade non-efficiency model for regression analysis, and studies the potential of service trade between the two sides from the perspectives of total volume and industry. The results show that: First, the volume of service trade between China and OECD countries is large, but the development is uneven, and the trade deficit is prominent;Second,China and OECD countries economic scale, population, the development of service industry and trade partners in service trade openness has promote service trade promotion potential, while the geographic distance to service trade potential ascension has certain inhibitory effect, and the influence degree of various factors in the different service industries have difference;Third,OECD countries have a better degree of intellectual property protection,a higher level of information technology and freedom of international trade,as well as the signing of regional service trade agreements between the two sides.Fourth, the efficiency of bilateral trade in services varies from country to country, reflecting the imbalance in the development of bilateral trade in services.Based on this, this paper puts forward several possible policy Suggestions in five aspects: economy, trade, institutional mechanism, infrastructure and regional cooperation. Therefore, how to actively promote economic transformation and vigorously develop service industry,so as to play the role of economic growth in promoting service trade; How to further expand the level of service industry opening to the outside world,so as to give full play to the high level of service industry development and service trade opening and other factors to promote the service trade; How to strengthen the protection of intellectual property rights and further promote China's initiative in international trade in services; How to improve transportation information and other infrastructure construction to better realize the facilitation of trade in services; How to promote the construction of regional cooperation mechanism and provide strong institutional guarantee for the in-depth development of service trade have become many directions worth thinking about.
