In 2017,the urbanization rate of China has reached 58%,and the permanent population reached 820 million.The experience of global urbanization shows that once the urbanization rate exceeds the threshold of 50%,the urbanization process will transfer from quantitative change to qualitative change,from extensive development to intensive development.In the process of urbanization in our country,traditional urbanization has brought many problems to the development of the region.Firstly,the urbanization is actually a process of rural population move into cities continuously,the rapid pace of urbanization renders the rural population troublesome to be socially integrated.Because of the strict household registration system,a la rge number of rural population can not get the equal public service as urban population in a short time after entering cities.Secondly,the pace of land urbanizations mismatches the pace of demographic urbanization.The overexpansion of urban construction land results in low efficiency of land use,blind expansion causes the irrationally of urban space,size and structure.Therefore,this paper uses data from various region of China in 2002-2015 to establish a social public service and new urbanization ind ex system to study social public services and the impact of fiscal expenditure on newly-urbanization.Domestic and international related studies rarely include social public services,fiscal expenditure,and new urbanization in the same framework for research,and there are relatively few studies on the relevant dynamic spatial econometric models.This article will be included in the unified research framework for the analysis of the three.First of all,this article combs relevant literature.Secondly,the role of social public services in the promotion of new-type urbanization and the dual role of fiscal expenditures in new urbanization are described.Thirdly,this paper establishes an index system to measure social public services and the level of newly-urbanization.It also uses the analytic hierarchy process and entropy method to weight index weights,and derives social public services and new urbanization scores.According to the analysis of the status quo,it is found that the imbalance of populat ion urbanization,land urbanization,and space urbanization in the process of new urbanization in China is serious.Although the scale of fiscal expenditure has been expanded,social public service expenditure is still lagging behind that of developed coun tries.Regional differences in sexual public services are relatively large,with higher scores in the Pearl River Delta,Yangtze River Delta,and coastal areas,and lower scores in inland areas.Finally,it conducts empirical analysis and proposes policy r ecommendations.Based on the establishment of geographic weight matrix and economic weight matrix,the dynamic analysis of dynamic SAR model and dynamic SDM model concludes: 1.Social public service has positive effects on the development of new urbanizati on.enhancement.The level of supply of social public services has a significant positive effect on the new type of urbanization,indicating that the increase in the level of social public services will promote the development of new urbanization;Second,the negative effect of fiscal expenditure on new urbanization may dominate,indicating that China The fiscal system is biased towards economic construction expenditures and neglects public service expenditures,and the cross-cutting items of public services and fiscal expenditure have a negative effect on the new type of urbanization prove the fiscal expenditure will influence newly-urbanization indirectly.
