The Research On Performance Evaluation Of The Accurate Financial Poverty Alleviation In S City

Because of the great difference between urban and rural development in China,the key to achieve the goal of building a well-off society in an all-round way in 2020 is to narrow the gap between the rich and the poor between urban and rural areas.In line with the idea of sustainable development to achieve the goal of narrowing the gap between the rich and the poor,the concept of "accurate poverty alleviation" emerges as the times require.Accurate poverty alleviation is a poverty alleviation development model which uses people's policies and measures according to local conditions to help the poor objects who really need help,and at the same time to improve their own development ability.Precision poverty alleviation policy includes many aspects.As the financial support of precision poverty alleviation,financial forces play an important role in precision poverty alleviation.This article first expounds the poor performance of the research background and significance,and the relevant research of financial performance problems for poverty alleviation,established the research ideas and research content.This paper introduces the relevant concepts and theories of financial poverty reduction,and provides theoretical support for future research.Secondly,the present situation of financial poverty reduction in case areas is analyzed.Based on the Balanced Scorecard Theory,the evaluation index system for financial performance evaluation of poverty alleviation was constructed from the four dimensions of society,economy,management,and policy.At the same time,an evaluation index system was used to evaluate the performance of financial poverty alleviation in S city,then,pointed out the problem is solved in poverty reduction by the evaluation results.The capital demand is difficult to meet and the efficiency of credit delivery needs to be improved in economic performance.The financial precision poor market construction is not in place in social performance.The financial precision poor supervision system is dysfunctional in management performance.The supporting support of financial precision poverty alleviation policy needs to be improved in policy performance.Finally,conclusions and policy recommendations.For the problem of economic performance,we should accurately target the loan object,establish a perfect inclusive financial organization system,and optimize the financial loan procedure.For the problem of social performance,it is suggested that the construction of financialinfrastructure in poor areas should be strengthened,the products and service methods of financial precision poverty alleviation should be innovated,and the construction of rural credit environment should be improved.For the management performance,it is suggested that the financial accurate government supervision system of poverty alleviation should be strengthened,the financial institutions should be given more independent decision-making authority,and multiple forms of supervision should be adopted.For the policy performance,it is suggested that the financial precision poverty alleviation policy should be improved and the financing guarantee system and insurance system should be established and perfected.
