Research On Poverty Alleviation Performance Evaluation Based On Balanced Scorecard

Poverty is a topic that the whole world pays close attention to it.It is also a difficult problem that takes a long time to overcome.We will earnestly implement the spirit of the 19 th national congress,take targeted measures to eliminate poverty,and focus on deeping impoverished counties,villages and groups."One of the five counties" is a deep poverty area in ningxia hui autonomous region.It also has the highest concentration of poor people,the highest degree of poverty alleviation and the deepest degree of poverty.This year is a critical year for China's poverty alleviation efforts.If we want to fight against poverty well and effectively,the performance evaluation of poverty alleviation work has become the most important link at the present.In this study,balanced scorecard theory was applied to poverty alleviation performance evaluation.In order to comprehensively assess the poverty alleviation performance of G city,targeted poverty alleviation dimension was added on the basis of four dimensions including customer dimension,financial dimension,learning and growth dimension and internal business process dimension,and a five-dimensional balanced scorecard indicator system was constructed.Refer to the list of poverty-stricken counties,areas with special difficulties and villages in the implementation plan for poverty alleviation in the poverty-stricken areas of ningxia hui autonomous region.The questionnaire was distributed in A county,B county and C district of G city.Firstly,SPSS was used to conduct reliability analysis,principal component analysis and one-way analysis of variance on the data collected from the questionnaire.Secondly,principal component analysis was conducted on 46 poverty alleviation performance evaluation indicators in the questionnaire,and seven principal component indicators were extracted,including education,security,utilization rate of poverty alleviation funds in place,completion rate of tasks,ability improvement of poverty alleviation personnel,sense of achievement of poverty alleviation personnel,and accuracy of poverty alleviation work.One-way anova was conducted on five aspects,including regions,ages,working years,educational backgrounds and positions,etc.The results showed that there was no significant difference in the selection of indicators for different ages,regions,educational backgrounds and positions,while there was significant difference in the selection of indicators for different years and positions.Finally,according to the SPSS analysis results,the optimization policy suggestions for the poverty alleviation performance evaluation of G city were put forward.
