With the deepening of economic globalization, the competition in the international market is becoming more and more fierce.Under such a large environment, the state needs to use technological innovation to give its core competitiveness.Enhancing the ability of scientific and technological innovation is not only a way to improve China's independent research and development level, but also to enhance the country's ability to innovate by absorbing other countries' advanced technologies and integrating them into their own ways. One of the most important ways to learn about science and technology in other countries is to absorb and research and utilize overseas advanced technology and innovation resources through the foreign direct investment(OFDI)of multinational corporations. The impact of this OFDI reaction on the technological innovation of the country is called reverse spillover.effect.Therefore,studying the impact of China's OFDI on the reverse spillover effect of regional innovation capability will not only help to enrich the existing theoretical research results, but also further improve the efficiency and pattern of China's foreign direct investment and promote China's economic development.Has a certain practical significance. This paper first analyzes the status quo of China's foreign direct investment and technological innovation capabilities, and analyzes the theoretical mechanism of the reverse spillover effect between the two.Further use the panel data of the national and provincial cities in 2007-2016 for empirical analysis, and then take spatial geography into consideration, construct a spatial econometric model to regress the full sample data and subsample data, and analyze the OFDI reverse spillover effect at the spatial level.Impact on regional innovation capabilities. Finally, the absorptive capacity variables such as human capital level, financial development level, economic development level and openness level are used as conversion variables respectively, and the threshold regression method is used to further study the inter-regional differences of the impact of OFDI reverse technology spillover effects on innovation ability.Through analysis, the following conclusions can be drawn:(1)OFDI has the effect of reverse spillover effect on regional innovation capability, but there are inter-regional differences, and the influence of eastern region is more significant than that of central and western regions.(2)There is a non-linear relationship between human capital level, financial development level, economic development level and openness level and regional innovationcapability. Most cities in the east have reached the threshold, but most of the central and western regions have not. Therefore,China should actively expand foreign investment channels and encourage enterprises to go out.At the same time,we must vigorously promote the development of the central and western regions, and improve the ability to absorb and transform the reverse spillover effect by improving the level of human capital.
