Over the past 40 years of reform and opening up,my country’s economy has achieved rapid development, but the accompanying problem is the neglect of environmental protection and green development. The long-term environmental pollution problem has seriously hindered the sustainable development of my country’s economy.People’s ardent expectations for a better life.Since the 18th National Congress of the Communist Party of China,China has paid more and more attention to the concept of green development, and put forward the development concept that lucid waters and lush mountains are invaluable assets,in which green technology innovation plays an important role in promoting green development. Therefore, green technology innovation in the context of the new era is a key element in realizing the green development of my country’s economy. There are many factors that affect green technology innovation. In addition to endogenous factors, there are also exogenous factors, such as foreign direct investment. With the continuous deepening of China’s openness, the scale of my country’s OFDI has continued to expand, and both the stock and flow have achieved considerable growth. While the number has increased,my country’s foreign direct investment has also involved many industries in many countries. The difference in the comparative advantages of green technology and the feasibility of obtaining reverse technology spillovers by relying on OFDI make foreign direct investment an important way to promote green technology innovation in my country and an important external supplement to achieve green development. At present, there are relatively few theoretical explanations from the perspective of spatial effects and the perspective of spatial spillovers in the academic circles examining the relationship between OFDI and green technology innovation, and it is necessary to conduct in-depth research based on objective facts.Based on this, based on the existing research, this paper focuses on the impact of OFDI reverse technology spillover on green technology innovation and the spatial spillover mechanism of green technology innovation, and empirically tests the spillover effect of green technology innovation in different regions, and explained its mechanism of action from the enterprise level, the industry level and the regional level, which to a certain extent perfected the theoretical research under this topic. This paper firstly analyzes the current situation of my country’s foreign direct investment and the situation of my country’s green technology innovation.A more obvious spatial dependence is found. Therefore, this paper conducts further empirical analysis.First, this paper uses panel data from 2003 to 201 9 of 30 provincial-level administrative units except the Tibet,Hong Kong,Macao and Taiwan. The number of green patents commonly used in academia is used to measure the level of green technology innovation,so as to measure the greenness of each provincial-level administrative unit.Second,by measuring the Moran index and other methods,it is verified that there is a spatial correlation in green technology innovation. On this basis,a spatial econometric model is selected by using LR test,LM test, and WALD test.Thirdly, according to the above test results and the spatial Durbin model(SDM),the influence of OFDI reverse technology spillover on my country’s green technology innovation is tested. The final results show that in the local effect,OFDI reverse technology spillover has a significant role in promoting my country’s green technology innovation, and green technology innovation has a positive spatial spillover effect, that is,the improvement of local green technology innovation ability will drive surrounding areas. The improvement of green technology innovation capability. In addition,on the basis of the main body empirical evidence, this paper attempts to explore the role of human capital level in local green technology innovation by introducing moderator variables. The regression results of introducing moderator terms show that human capital level affects OFDI in local effects on green technology innovation. At the same time,in the adjustment effect graph drawn,it can be seen that under different levels of human capital,OFDI has different promotion effects on green technology innovation. On this basis, this paper further constructs a threshold regression model to further test the above conjecture. The results show that there is an obvious threshold value for human capital level, and the effect of OFDI reverse technology spillover is different under different human capital levels. The effect of technological innovation is gradually increasing. Finally,on the basis of the above research and theoretical analysis, this paper puts forward targeted opinions and suggestions on the current situation of my country’s foreign direct investment and green technology innovation, including strengthening the guidance for enterprises to "go out",encouraging technology-seeking Direct foreign investment;encourage overseas Chinese capital to return to China for construction, and promote the realization of green economic and social development in my country;pay attention to the space overflow of green technology innovation, and promote the rational conversion of research and development results;continue to increase investment in education and improve the quality of education, and promote the rational and free transfer of human capital In order to provide reference for my country to enhance green technology innovation capability and achieve green development.
