| In 2017,the party’s 19 th congress explicitly put forward the policy agenda of "resolutely winning the battle against poverty",and precise poverty alleviation has also become the key task of the party central Committee with comrade Xi Jinping at the core.The effectiveness of poverty alleviation directly affects the livelihood well-being of hundreds of millions of poor people,the overall situation of economic and social development and the overall competitiveness of the country.Our country has formulated the goal of building a well-off society in an all-round way by 2020.Under the new situation,poverty alleviation is required to be more precise and refined,and precise poverty alleviation is gradually carried out.The key to carrying out the precise poverty alleviation work is to accurately identify the poor families and population,and implement targeted assistance policies according to the causes of poverty.Therefore,the quality of the implementation of the precise poverty alleviation policy determines whether the precise poverty alleviation work can achieve the desired results.To study the implementation effect of precise poverty alleviation policy is of great significance for further improving the living conditions of the poor and implementing the strategy of rural revitalization.Zhenglan Banner is a banner affiliated to Xilingol League of Inner Mongolia Autonomous Region,and its precise poverty alleviation work has a certain representation.Taking Zhenglan Banner as an example,the author obtains the actuality of the precise poverty alleviation policy in Zhenglan Banner by means of questionnaire,interview and consulting data.The analysis shows that the implementation of Zhenglan Banner’s precise poverty alleviation policy has achieved some results,but there are still some outstanding problems,such as inaccurate identification of thetarget of poverty alleviation,inadequate implementation of poverty alleviation projects and funds,too single poverty alleviation measures,strong laziness of the target of poverty alleviation to the policy,and not lasting effect of poverty alleviation.The reasons are analyzed as precise poverty alleviation machine.Insufficient system,imperfect precise poverty alleviation policy,lagging construction of the main body of precise poverty alleviation work,and insufficient endogenous motive force for development of poverty-stricken objects,etc.To this end,the author proposes to establish a dynamic identification mechanism for precise poverty alleviation targets,improve precise poverty alleviation policies,strengthen the construction of the main body of precise poverty alleviation work,and pay attention to poverty alleviation education and skills training for the poor,so as to improve the effectiveness of the implementation of precise Poverty Alleviation Policies in Zhenglan Banner. |
