Research On Problems And Countermeasures Of Precise Poverty Alleviation Policy Implementation

Poverty alleviation work has always been an important topic in people's livelihood projects.To do a good job in tackling poverty and tackling hardships and laying a solid foundation for getting rid of the poor and fighting for the poor are of great significance for realizing an overall well-to-do society.Our poverty alleviation work has been carried out for nearly 40 years.From extensive "flood irrigation" to poverty alleviation to the present "drip irrigation" precise poverty alleviation,poverty alleviation has become more and more scientific and refined.Precise poverty alleviation is the precise policy and measure for helping the poor at home and people.It fundamentally eliminates all kinds of factors and obstacles that cause poverty,so as to achieve accurate management and achieve the precision of poverty alleviation and assessment,reach the goal of sustainable poverty alleviation,and finally get rid of poverty.Precise poverty alleviation includes precise identification,accurate help,precise management and precise assessment.However,through the investigation of Gong County in Sichuan Province,the author finds that due to institutional and other factors,various problems have emerged in the implementation of the precise poverty alleviation policy.Mainly reflected in several aspects: Precise management of the process of information distortion,"oppression" of poverty alleviation in the process of precise assistance,and heavy form of light substantive assessment methods.The reason of the above problems is that the running cost of the precise poverty alleviation policy is too high and the benefits gradually diminished.The work of poverty alleviation shows a trend of "inward development".The middle part of the pro-poor policy consumes a lot of resources,and the link between poor governance and grassroots self-government is not good.At present,the poverty alleviation work has entered a crucial period.To achieve measures suited to local conditions and remedy to illnesses,we must first improve the mechanism of precise poverty alleviation.Secondly,trace management should be implemented to prevent the poverty alleviation cadres in the village from "filling in the blank".Thirdly,the dynamic poverty alleviation assessment should be perfected.Finally,give full play to the autonomy of villagers and mobilize the enthusiasm of villagers.In short,we can really achieve effective results by eliminating the obstacles inthe operation of the precise poverty alleviation policies,lowering the operating costs of policies,reducing the intermediate links,and precisely matching poverty alleviation policies with the grassroots self-government system.
