Study On Regional Differences Of Land Consolidation To Promote Agricultural Modernization

Land remediation is an important measure for revitalizing land resources,ensuring food security,alleviating the contradiction between people and land,and improving the ecological environment.Rural land remediation is an indispensable rural policy tool and provides an important internal driving force for the development of agricultural modernization.In practice,land improvement has played an effective role in coordinating the relationship between man and land by increasing the area of cultivated land,improving the quality of cultivated land,leveling the land,merging land,adjusting ownership,speeding up land transfer,improving agricultural machinery roads and irrigation and drainage facilities,and building shelter forests.The important role of improving agricultural infrastructure and promoting the orderly development of the economy is an important means of building efficient and modern agriculture and solving the problems of agriculture,rural areas and farmers.At present,traditional agriculture will gradually be replaced by modern agriculture.The traditional decentralized small-scale peasant economy will slowly withdraw from the historical stage,and the agricultural business model will develop in the direction of scale,standardization,unification and industrialization.China's agricultural modernization has gone through the stages of "old four modernizations","multiple modernizations","coordination of three modernizations",and "simultaneous modernization of four modernizations",and is now moving towards the integration of agricultural modernization.The 2018 Central Document No.1 emphasized that agriculture is the cornerstone of the country,and agricultural modernization is a necessary prerequisite for the country to achieve modernization.In the 2019 Central Document No.1,rural rejuvenation and agricultural modernization development remain the focus.While the development of agricultural modernization continues to advance,land consolidation activities under the guidance of governments at all levels in China are proceeding in an orderly manner,laying the foundation for agricultural modernization.In order to properly solve the above problems and promote the rapid development of agriculture,on the one hand,it needs the assistance provided by manyparticipants,and on the other hand,it is necessary to strengthen the promotion of land consolidation activities.At present,the research on land remediation focuses on the evaluation of remediation performance and the path of remediation,and the research on the development of agricultural modernization focuses on the establishment of different indicator systems to determine the level of modernization according to different regions.There are few quantitative studies on the relationship between the two in the academic world.A few studies on the positive impact of land remediation on agricultural modernization have only focused on exploring changes in agricultural management methods before and after land remediation,as well as the impact of land remediation.The deepening of agricultural centralization,large-scale,and mechanized production brought about by the qualitative analysis of the role of land consolidation,quantitative research on land regulation to promote agricultural development is not enough.Therefore,this study focuses on quantitative research on the positive impact of land consolidation on agricultural modernization,and uses this as a foundation to study and analyze the differences and causes of this promotion in the east,middle,and west regions.At the same time,the construction of the agricultural modernization index system is completed based on the logical relationship between land remediation and the promotion of agricultural modernization,and quantitative research is conducted on the one hand,which can complement the existing theoretical research results,and on the other hand,it can correct the practical activities of land remediation.Pointing.This article starts with domestic and foreign related research on land remediation and agricultural modernization,sorts out existing research,and draws inspiration from foreign research for China's development,laying a foundation for the follow-up activities.Secondly,on the basis of a certain understanding of rural land remediation and agricultural modernization theories such as the theory of man-land coordination,the transformation of traditional agricultural theories,and sustainable development theories,specific data are used to analyze the effects of land remediation,from natural,social,and economic perspectives.Build a logical framework for land improvementto promote agricultural modernization.Then analyze the current state of land remediation from the national level,the three regions of the east,central,and western regions,respectively.It shows that the time of agricultural modernization and land reconciliation coincides with each other.The improvement has affirmed the importance of land remediation to agricultural development.At the same time,specific projects are used as examples to demonstrate the effectiveness and problems of land remediation.Based on the previous theory and basic analysis,a scientific and reasonable agricultural modernization level evaluation system is constructed.The entropy method is used to measure the agricultural modernization levels of provinces and municipalities in the country from 1999 to 2017,and the eastern,central,and western regions.It is concluded that there are regional differences in agricultural modernization levels.Of which,the eastern region scored the highest,followed by the central and western regions.Using time series co-integration analysis,from different regions,it explains that rural land improvement has promoted agricultural modernization and there are regional differences.The natural,economic,and human environment,etc.,cause regional differences at different times.Finally,combined with the data analysis and the conclusions obtained,combined with the characteristics of rural land remediation,on the premise that rural land remediation can promote the improvement of agricultural modernization,based on reality,it puts forward the implementation of differentiated land remediation policies,improves farmers' quality education,and regulates land.The implementation of rectification projects and other policies that are beneficial to land improvement and promote the development of agricultural modernization.
