The above is the key content of this paper.Based on the collection of materials and reading of classic literature,this paper reviews the domestic and international research on fiscal policies to promote the integration of agricultural industry.With the combination of theoretical and empirical research methods,under the background of promoting the supply side structural reform and Rural Revitalization Strategy,this paper discusses how the national revenue and expenditure can better promote the integrated development of agricultural industry.This paper starts from the theoretical basis of the integrated development of agricultural industry and fiscal policy,and explains the industrial theoretical basis of the integrated development of agricultural industry: the theory of agricultural multi-function and the theory of agricultural industry chain,which provides the direction for the integrated development of agricultural industry.As an important means of macroeconomic regulation,fiscal policy plays an important role in the optimal allocation of resources,income distribution and stable economic development,which provides a strong external system and environmental protection for the integrated development of agricultural industry.Secondly,through data measurement and analysis of the degree of integration of agricultural industry in Yunnan Province at this stage,according to the importance and data availability of the indicators,this paper selects three data indicator systems: the extension of agricultural industry chain,the development of agricultural multi-function and the integration of elements,and specifically selects seven indicator systems of each state(city)in Yunnan Province from 2009 to 2018 to build the indicators of the level of integration of agricultural industry In this system,we use the more objective equal weight assignment method to calculate the level of agricultural industry integration in Yunnan Province.The data results show that: since 2015,the integration coefficient of agricultural industry in Yunnan Province has been on the rise,which shows that the development trend of the integration of agricultural industry in Yunnan Province is basically consistent with thenational policy pace,but in terms of the overall development level,the integration of agricultural industry is still in the initial stage of development,and the development level needs to be further improved.From the regional point of view,the difference of resource endowment and the strength of national financial revenue and expenditure result in the regional differences in the level of agricultural industry integration.The development index of agricultural industry integration in southern Yunnan is the highest,followed by that in central and eastern Yunnan,and the level of agricultural industry integration in Northwest Yunnan is the lowest.The current situation of the integration development of agricultural industry in Yunnan Province is not optimistic.There are some problems in the integration development of agricultural industry,such as the system and mechanism obstacles,the low level of the integration development of agricultural industry,the regional imbalance,the weak driving ability of the agricultural management body and the backward agricultural related infrastructure.How much influence does the fiscal revenue and expenditure policy have on the level of agricultural industry integration? Is there a significant regional development difference in the level of agricultural industry integration? In view of this problem,the next step of this paper is to select the local public financial revenue and expenditure scale,financial revenue structure,general public service expenditure,agricultural,forestry and water conservancy expenditure,and social security expenditure of Yunnan Province from 2009 to 2018 from two aspects: the total effect of fiscal revenue and expenditure scale on the integrated development of agricultural industry and the structural effect of fiscal revenue and expenditure structure on the integrated development of agricultural industry Taking the data of social security,employment expenditure and education expenditure as the core explanatory variables,and adding the two control variables of urbanization level and regional openness,the paper constructs a static panel empirical model and obtains the empirical analysis results.From the perspective of total effect,fiscal revenue scale and fiscal expenditurescale play a significant positive role in promoting the integration and development of agricultural industry,but fiscal expenditure scale plays a more significant role in promoting the integration and development of agricultural industry.Urbanization level has become an important force in promoting the integration and development of agricultural industry,and regional openness has a significant effect on the integration and development of agricultural industry Facilitation.From the perspective of structural effect,the fiscal revenue structure plays a positive role in promoting the integration of agricultural industry.The general public service expenditure,social security and employment expenditure hinder the integration of agricultural industry to a certain extent,which may be due to the excessive administrative expenditure of the government crowding out other fiscal expenditure levels;the agricultural,forestry and water conservancy expenditure and education expenditure have a positive effect on the integration of agricultural industry The reason is that the increase of education expenditure improves the level of human capital in the integrated development of agricultural industry,and the increase of agriculture,forestry and water conservancy expenditure provides sufficient material guarantee for the integrated development of agricultural industry.In order to further study whether there are regional differences in fiscal revenue and expenditure for the integration of agricultural industry in Yunnan Province,this paper divides Yunnan Province into four regions: Central Yunnan,southern Yunnan,Eastern Yunnan and Northwest Yunnan,and uses the static panel model to carry out regression analysis.It is concluded that there are significant regional differences in fiscal policy for the integration of agricultural industry.The scale and structure of fiscal revenue have an impact on the central and Western Yunnan The level of agricultural industry integration in the North has a positive role in promoting,but it may have a certain inhibitory effect on the development of agricultural industry integration in southern and eastern Yunnan.In the aspect of fiscal expenditure,the total fiscal expenditure has a significant positive effect on the level of agriculturalindustry integration development in four regions of Yunnan Province,but it has the greatest effect on the level of agricultural industry integration in Central Yunnan.From the perspective of financial expenditure structure,the general public service expenditure plays a significant role in hindering the development of agricultural industry integration except for the eastern part of Yunnan,but it has no significant effect on the central part of Yunnan.On the contrary,the general public service expenditure in the eastern part of Yunnan promotes the level of agricultural industry integration to a certain extent;the agricultural,forestry and water conservancy expenditure promotes the integration of agricultural industry in four regions of Yunnan Province The development of all plays a role in promoting,the largest role in promoting the central and eastern regions of Yunnan,and the smallest role in promoting the northwest region of Yunnan;education expenditure plays a role in promoting the integration level of agricultural industry in four regions;social security and employment expenditure have significant obstacles to the integration level of agricultural industry in four regions.Finally,according to the conclusion of empirical analysis and the problems existing in the process of the integration of agricultural industry in Yunnan Province,this paper puts forward some policy suggestions to promote the integration of agricultural industry.Innovate the management
