In recent years, the negative impact of scientific and technological innovation as well as the challenge of innovation governance have raised the attention of responsible innovation.Responsible Research and Innovation is a transparent, interactive process by which societal actors and innovators become mutually responsive to each other with a view to the(ethical)acceptability, sustainability and societal desirability of the innovation process and its marketable products(in order to allow a proper embedding of scientific and technological advances in our society). At present, the research on the theory of responsible innovation is still in the exploratory stage, mainly discussing the theoretical framework of responsible innovation, but there is no clear path on how to realize the new paradigm of responsible innovation. Therefore, from the integrated perspective of institutional theory and upper echelons theory, this paper constructs the influence mechanism of dual institutional pressure on corporate responsible innovation behavior based on Oliver's institutional-strategic response framework, and tries to explore the economic and institutional drives behind enterprise behavior in the context of China's transition period.Firstly, this paper combs the relevant research on responsible innovation.According to the analysis of the concept and characteristics of responsible innovation by domestic and foreign scholars,it finds that there is a certain internal relationship between responsible innovation and corporate social responsibility which is more mature. Therefore, this paper draws lessons from the research paradigm of corporate social responsibility, explores the relationship between institutional pressure and corporate responsible innovation strategy. At the same time, considering the specific characteristics of China's institutional environment, this paper divides the institutional pressure into two dimensions, formal and informal institutional pressure, based on North's(1990)research,building a dual impact mechanism of dualistic institutional pressure on enterprises' responsible innovation behavior. In this way,the dual impact mechanism of institutional pressures on the responsible innovation behavior of enterprises can be constructed.Secondly, considering that the same external institutional environment may lead to opposite strategic choices, from the perspective of upper echelons theory, this paper incorporates the management cognition of top management team into the research framework, and analyses the response process of corporate responsible innovation strategy,so as to explore the mediation effect of top management in the institutional-strategic response framework. At the same time,in order to make the study more in line with the situation of China in the period of economic transition, this study regards the enterprise ownership structure as a moderating variable, and examines the mechanism of the interaction between the external and internal institutional environments on enterprises' behavior. Finally, based on the logic of "institutional pressure—management cognition—corporate behavior",this paper designs the questionnaire by referring to the mature scale of relevant variables at home and abroad. We use SPSS22.0,MPLUS7 and other data analysis software to carry out hierarchical regression analysis of the data collected by questionnaire, and verifies the hypothesis and model proposed in this paper. The results show that:(1)both formal and informal institutional pressures promote corporate responsible innovation behavior,in which informal institutional pressure plays a stronger role;(2)willingness to green innovation and top management belief in corporate social responsibility play a mediating role between the dual institutional pressures and corporate behavior;(3)the ownership structure moderates the relationship between the dual institutional pressure and the willingness to green innovation, and moderates the mediating effect which willingness to green innovation plays in the relationship between dual institutional pressure and corporate responsible innovation behavior.
