Research On Evaluation And Promotion Measures Of Innovation-driven Development Capability In Hubei Province

In recent years,the country's economic development has entered a “new normal” period,and innovation has become a new driving force for economic development,and the regional economy alao has ushered a delvelopment period with innovation as the theme.Therefore,Hubei Province has set higher goals,builds innovative provinces and strives to be in the forefront of the country in transforming the mode of economic development.However,in practice,the implementation effect of innovation-driven development strategy in Hubei is not ideal,and the advantages of existing innovative resources have not been transformed into the driving force of economic growth.How to better evaluate and enhance the ability of innovation-driven development has become the key to the effective implementation of innovation-driven development strategy,and also the key to promoting sustainable economic growth in Hubei.Combing the relevant literature at home and abroad,this paper evaluates and analyses the innovation-driven development capability of Hubei Province using the combination of static and dynamic analysis,and puts forward some countermeasures to improve it.Firstly,it evaluates and analyses the innovation-driven development capability of Hubei Province by constructing an evaluation index system.Based on relevant theories,the paper constructs an evaluation index system of innovation-driven development capability,comprehensively evaluates the innovation-driven development capability of 31 provincial administrative regions in China.Through horizontal contrast and longitudinal comparison,combined with the actual situation of innovation-driven development in Hubei Province,the paper explains the existing problems in the process of Hubei's innovation-driven development which lays the foundation for the next countermeasures.Secondly,the system dynamics model of Hubei's innovation-driven development capability is constructed.Based on the theory of system dynamics,the paper constructs a system dynamics model of Hubei's innovation-driven development capability.The model includes four parts: innovative environment-driven subsystem,innovative resource-driven subsystem,innovative output-driven subsystem,and innovative contribution-driven subsystem.The relationship among the elements is analyzed,feedback loop is obtained,the flow chart of the system is drawn,and the variable equation is established.By using Vensim software to simulate and analyze various simulation schemes of the model,the key factors affecting the upgrading of Hubei's innovation-driven development capability are determined as the turnover of technology market,the number of invention patents,the number of enterprises with R&D activities,the expenditure on science and technology and so on which provides reference for the next countermeasures.Finally,based on the key factors affecting the improvement of Hubei's innovationdriven development capability,aiming at the problem of innovation-driven development in Hubei Province,the paper puts forward some countermeasures to enhance Hubei's innovation-driven development capability from four aspects of innovative environment,innovative resources,transformation of innovative achievements and innovative contribution.First,the innovative environment should be improved,including creating cultural environment of innovation,improving policy environment of innovation.The second is to integrate innovative resources,including increasing R&D funds,promoting scientific and technological progress and cultivating innovative companies.Third,the transformation of innovative achievements should be accelerated,including improving the level of scientific and technological services and perfecting benefit-sharing mechanism.The fourth is to improve innovative contribution,including improving the industrial structure and protecting ecological environment.The research results have certain practical significance for the improvement of regional innovation-driven development capability and the sustainable development of Hubei's economy.
