Research On Evaluation Method Of ANP And Index Of Company's Technology Innovation Capability

As a science method, synthesis evaluation includes a series of process, such as making evaluation index, defining the scope and transformation of the index, setting the weight of elements, making the evaluation model, etc. The major and difficult project for the evaluation of region enterprise's technology innovation capability are making evaluation index and researching the evaluation method to calculate the weight of index.In this paper, we first probe into the evaluation methods, such as Analytic Hierarchy Process (AHP), Delphi, Analytic Network Process (ANP), etc., put emphasis on researching Analytic Network Process (ANP). Analytic Network Process is a new tool for multi-criteria decision-making, so we introduce its structure and fundamentals in detail. And we discuss its class by its structure, super matrix, and the limit of relatively vector. Also, we research the existence of limit on different structure. Then the paper compares Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP) qualitatively. We consider ANP be provided with predominance on solving complex system problem than AHP and other methods. ANP can detail the inner relation structure of decision-making, calculate the weight of index objective. The conclusion by ANP is provided with stringency, and is inosculated with practice. Also, comparing Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP) quantitatively basing on the value of the weight of all indexes, we realize the weight of all indexes by ANP approaches the experience more quickly than AHP.And in this paper, we study the past achievement of the researchers, conclude several shortages about the evaluation index. Then we construct the region enterprise's technology innovation capability evaluation index more perfect, and build the relation of the evaluation index based on ANP, detail the relation by relation structure graph and table.Also we create compare matrixes and calculate the super matrix and priority matrix, then get the weight of the region enterprise's technology innovation capability evaluation index by ANP and AHP. With the priority weight of ANP, we analyze the feature of indexes whose weight is larger.Last, we applied the ANP evaluation method and region enterprise's technology innovation capability evaluation index to evaluating all states'nature large and medium enterprise's technology innovation capability of our country.
