Research On Digital Trade Rules In US Regional Cooperation

The digital economy,as the commanding height of a new round of global industrial competition,has directly driven the prosperity of digital trade,which has become the core new issue of trade in the 21 st century,and it has become the focus of international trade rules reconstruction and competition.At present,to a certain extent,multilateral trade rules cannot adapt,and even restrict the development of digital trade,especially in the view of developed countries.In the context of the restructuring of the global trading system and the era of Re-globalization,how to develop digital trade,how to restructure rules,and how to evolve the governance pattern,these issues need to be carefully considered.Over the years,the United States,as a digital trade powerhouse,has used free trade agreements as the carrier of its digital trade rules and promoted the gradual maturity of American Template.Its high-standard digital trade claims constitute a major challenge to developing countries.This article takes the US digital trade strategy as the research object,through combing the development of the US digital trade,especially the evolution of digital trade rules in the negotiation of a series of bilateral free trade agreements and mega free trade agreements promoted by the US,and seeks to see through its efforts to advance negotiations from a larger time dimension,trying to discover the strategic motivation and the tendency of the US to promote digital trade.This article believes that because of the significant gains obtained through digital trade,the US has the incentive to open the digital trade market in regional cooperation,but the real purpose of the US is to force negotiators to accept American digital trade rules,and then form enhanced trade bloc through Sequential Negotiation to increase its negotiating leverage and multilateral bargaining chips to promote digital trade rules,influencing the formulation of international economic rules through the continuous output of American Template,and finally achieve the multilateralization of American digital trade rules and seek the institutional hegemony of digital trade.There is no doubt that although major global economies have not yet agreed on what kind of global digital trade rule framework to build,but digital trade is ultimately both a product of economic globalization and one of the ways to achieve globalization.Its multilateral development direction is compatible with globalization.At present,the dispute between developing countries and developed countries on digital trade barriers is one of the main obstacles to the Multilateralization of Digital Trade Rules.Such kind of obstacles is determined by the digital divide and differences in their development stages.It will also gradually decrease with the rise of the digital economy in developing countries.The key is how all parties negotiate and reach a compromise around each other's demands and concerns.In this sense,the WTO will still play an irreplaceable role in the global governance of digital trade.As the second largest digital economy,China needs to assume the obligation to promote digital trade negotiations under a multilateral framework,leading the development of relevant issues in the context of the fragmented global digital trade rules,gaining the initiative in promoting the construction of a more just and inclusive global digital trade governance system.
